Description
Statement of Work REQUEST FOR INFORMATION: NRL-12-MI06 Research in Electro-Optic and infrared Concepts This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL's Optical Sciences Division (code 5601) intends to provide expert consulting services on electro-optical and infrared (EO/IR) technologies, components and systems in support of programs in Intelligence, Surveillance and Reconnaissance (ISR), Infrared Countermeasures (IRCM), Fiber Optics, and Microwave Photonics. The areas of technical investigation will: A)emphasize optimum exploitation of the spectral bands from ultraviolet through the infrared; B) examine alternative approaches using technologies such as fiber optics for sensing acoustic, radio frequency, magnetic and electric fields; C) investigate the use of optical technology for materials development, information processing, and communications; D) investigate optical technologies and devices for applications in reconnaissance, surveillance, targeting, intelligence collection, communications and electronic warfare; E) assess the state of the art in sensor technologies used in military applications through review of current technical literature in optics; F) identify devices, components, and techniques which could be used for improving the performance capabilities of EO/IR Electronic Warfare systems; G) assess potential tradeoffs using alternative systems or subsystems in the design of new EO/IR systems for Electronic Warefare to reduce cost, improve performance, improve system power efficiency, reduce size or reduce weight; H)provide a relative assessment of the use of VIS/EO/IR systems versus these alternative technical approaches; and I) provide a recommendation for which alternative systems should be pursued. The contractor may be required to develop program plans for the introduction of those technologies having the greatest benefit to the systems under consideration. Vendors who feel capable of providing the services stated above shall fully identify their interests and submit written data or other verifiable documentation that demonstrates conclusively the capabilities of their proposed services to meet the stated requirements within 10 days after publication of this RFI. This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
