- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R12PS49064 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 532412 with a small business size standard of $7.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-06-22 18:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Prosser Creek Reservior (North of Truckee), CA 96161 The Bureau of Reclamation requires the following items, Brand Name or Equal, to the following: LI 001, Rental of one CAT 321 Zero Swing Excavator or equal beginning 7/17/2012 through 8/24/12. The excavator shall be equipped with a thumb. Equipment similar in size, capacity, and horsepower is considered equal., 6, weeks; LI 002, Deliver and pickup the excavator from the jobsite, 2, jobs; LI 003, Rental of one CAT D5G/K Bulldozer or equal beginning 7/17/12 through 8/24/12. The bulldozer shall be equipped with a six way blade. Equipment similar in size, capacity, and horsepower is considered equal. LGP tracks are not acceptable., 6, weeks; LI 004, Deliver and pickup the bulldozer from the jobsite, 2, jobs; LI 005, Rental of TWO Cat 735 Articulated Rock Trucks or equal beginning 7/17/2012 through 8/24/12. Equipment similar in size, payload capacity, and horsepower is considered equal., 6, weeks; LI 006, Deliver and pickup the articulated rock trucks from the jobsite., 2, jobs; LI 007, Rental of one CAT 277C Multi-Terrian Loader or equal beginning 7/17/2012 through 7/23/2012. Equipment similar in size, capacity, and horsepower is considered equal., 1, week; LI 008, Deliver and pickup the loader from the jobsite, 2, jobs; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. All equipment shall have no more than 3,500 on the meter and shall be in excellent working condition. All equipment shall have cabs with heating and air conditioning. Bid MUST be good for 30 calendar days after close of Buy. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Vendor's CCR registration must include the NAICS code 532412 prior to award. All equipment shall be delivered to and picked up from Prosser Dam Road - east side of Prosser Dam, Truckee, CA. All equipment shall be onsite, ready for use on 7/17/2012. Please see attached clauses. Vendor shall complete and attach applicable clauses. The rental periods are estimates only and are subject to change. If the equipment becomes non-operative, the contractor shall immediately send a mechanic to make any necessary repairs at no cost to the Government. The equipment shall be repaired or replaced within 24 hours after the vendor is notified of a breakdown. All rental charges will be halted until the repairs are completed and the equipment has been returned to excellent operational condition or an acceptable replacement has been received. The Government shall not be charged for normal wear and tear to the equipment.
