Description
Weather Research Program OSSE This task will require vendor to chair an advisory committee for the U.S. Weather Research Program OSSE Testbed, and to incorporate new data into the Cross Calibrated Multiplatform Variational Data assimilation system. The chair of this Advisory Committee should have demonstrated: •Experience in the general areas of objective analysis and assimilation methods, atmospheric dynamics, climate theory, and atmospheric radiation. • Experience in conducting and interpreting OSEs and OSSEs. • Experience in the use of 4d-variational and ensemble Kalman filter assimilation methods, as well as specific experience in developing code for the European Center of Medium Weather Forcast (ECMWF ) data assimilation system, the Cross Calibrated Multiplatform Variational Data assimilation system, and NASA and NOAA data assimilation systems. • Experience in implementing observation operators and quality control algorithms. • Experience in development of novel forecast skill metrics appropriate to hurricanes and other meteorological phenomena that have errors best described in terms of position and intensity errors. • Understanding of satellite data and retrieval techniques. • Understanding of the societal risks of hurricanes • Scientific leadership capabilities. • Committee experience at the national level.
