- The Sources Sought is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of Sources Sought to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Sources Sought is only open to DoD Government and DoD Contractors. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this sources sought. The Government is issuing this Sources Sought announcement as part of a Navy effort to refurbish (improve and modernize) a legacy telemetry antenna system, PG-2507 Antenna System manufactured by Rotating Precision Mechanisms. The existing telemetry Antenna Control Unit (ACU) does not meet end user needs. The Government is currently considering two options for refurbishment: (1) replacing the legacy ACU and integrating with existing control systems (i.e., motors, synchros, servo amplifiers, etc.), or (2) replacing the legacy ACU and control systems. The Government prefers that the antenna system will remain on-site at its installed OCONUS location. Engineering, fabrication, and limited integration and testing of the new components would be performed at the contractor facility, with installation and final integration and testing with the legacy equipment performed on-site at the OCONUS location. However, this is not an absolute constraint, and if it is determined that the more technically sound approach is for the Government to remove the existing system, then that option will be considered. In such a case, all work, including integration and testing of legacy with new components will be performed at the contractor facility. With either approach, final OCONUS installation will be performed by either contractor or Government personnel. Work related to this project will be unclassified. However, if final OCONUS installation is to be performed by contractor personnel, those personnel may be required to hold Secret clearances. As described in more detail below, the refurbishment will require the modification and replacement of the ACU for a Rotating Precision Mechanisms (RPM), PG-2507 Antenna Pedestal. Specific functionality and specification requirements are defined in the Technical Requirements Document (TRD). The antenna control unit functions shall match or exceed the legacy antenna control unit. Additional technical documents on the legacy system will be provided and should be used to evaluate the best technical approach for refurbishing the system (i.e. how much to replace, how to integrate into legacy equipment, etc.). These documents will be available upon request to DoD Government and DoD Contractors only. The Contractor shall demonstrate the ability to perform the following tasks: Refurbishment of the system; replace legacy ACU with new ACU and integrate it into the existing system Perform and record on-site calibration and acceptance testing of the ACU and provide written results to the Government Provide training on the operation and maintenance of the ACU Develop and execute an Acceptance Test Procedure Develop Installation Plans Provide Operations and Maintenance Documentation Provide Engineering Level 2 Drawings of any system changes and final system configuration. Format of the drawings shall be CAD or CAD compatible Responses shall not exceed Fifty (50) pages (font size not less than 10), including cover letter, discussion, and contact information. Subject response must contain: 1) company name and address; 2) point of contact; 3) phone/fax/email; 4) Cage Code; 5) NAICS Codes; 6) business size and status; 7) Indicate if actively registered on Central Contractor ™s Register; 8) the projected time required to perform this task; 9) proposed technical approach to refurbish the system; 10) provide a Rough Order of Magnitude (ROM), and 11) Contractor ™s ability to perform the tasks identified above.
