The VA Pittsburgh Healthcare System intends to issue a Request for Proposals (RFP) for Project # 646-12-112, "Demolish Building 32 at Highland Drive", at the Veterans Affairs Pittsburgh Healthcare System (VAPHS), 7180 Highland Drive, Pittsburgh PA. This procurement is 100% set-aside for Veteran-Owned Small Businesses (VOSB). All offerors must abide by any and all current rules, regulations, and laws. Active and current registration on the Central Contractors Registration (CCR) website is required of all contractors. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov Interested parties should also register as such on the FBO website. The VA Pittsburgh Healthcare System (VAPHS) proposes to demolish Building 32, including removal of building foundations and utilities back to five feet out from the outer building walls for piped utilities, and the main means of disconnect for electric power, at the VAPHS Highland Drive Division campus in Pittsburgh, Allegheny County, Pennsylvania. The work involved in this project will include (but will not necessarily be limited to):Site Investigation: Investigation of architectural, structural, mechanical, plumbing, electrical, and environmental features of site, as regards this work; Preparation of a Demolition and Disposal (D&D) Plan, as it relates to NEPA, that includes analysis of how potential sources of environmental concern will be addressed, and which describes steps relating to restoration of the site after demolition is complete; Evaluation of the impact to resources such as surface water quality (e.g., Allegheny River), aquatic communities, terrestrial wildlife, assuming proper planning and best construction management practices are employed; evaluation of the opportunity to salvage and recycle bricks, millwork, and structural steel; filling-in, final grading, and planting of grass to restore site after demolition. NO BLASTING of any kind will be permitted during the performance of this contract. The construction cost range is between $200,000 and $500,000. The applicable NAICS is 238910 with a small business size standard of $14 million. It is anticipated that the Solicitation will be issued on or about June 28, 2012 on the FBO website at the following URL: http://www.fedbizopps.gov. Interested parties may examine and download said solicitation FREE OF CHARGE. Any amendments to this solicitation will be available at the same website. Offerors are advised that they are responsible for obtaining amendments from the website. Proposals will be due 30 days after the solicitation is issued and the contract will be awarded no later than September 30, 2012. The project completion date will be approximately 175 days after the issuance of a Notice to Proceed. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation.
