See below text: Request for Information The Federal Communications Commission's ("FCC") Office of Communications Business Opportunities is conducting market research on capable service providers (e.g., for-profit businesses, FFRDCs and not-for-profits, educational institutions) and their practices with respect to the FCC's Performance Work Statement Abstract (Abstract) set forth below. The Abstract addresses services currently being considered for procurement that concern analyses, surveys, and polls on how the critical information needs of the American public are being served. The information received will be reviewed by the FCC to assess whether a procurement should be conducted and a solicitation method, the content of any solicitation, and the contract type selected. The information received may inform multiple FCC procurements. This RFI is for information gathering and planning purposes only and should not be construed as a Request for Proposal or other solicitation for offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. All information (other than the response to item no. 10 below) will be treated as in the public domain. Therefore, respondents should submit responses to item no. 10 separately. No other part of a response will be regarded as having been submitted confidentially and should not contain proprietary or otherwise confidential information. Specific information sought includes: 1.Company information, including name, address, URL, and DUNS number; 2.If you are a small business, company size information (including number of employees and approximate annual revenue) and SBA program participation; 3.A point of contact for follow-up information, including a phone number and e-mail address; 4.A brief description of your capabilities, experience, and existing or related services that you provide, as related to the Abstract; 5.Any relevant existing Federal contract vehicles through which the services may be obtained by FCC (e.g., General Services Administration ("GSA") schedules, GWACs, MACs, or other interagency vehicles covered by FAR Subpart 17.5, as revised), including basic pricing information and relevant terms and conditions; 6.Information that you believe should be addressed in a developed Performance Work Statement or that that would be beneficial in preparing a proposal; 7.Suggested performance standards, including whether they are commercial or industry standards or developed for a prior, specific acquisition or procurement vehicle; 8.Different approaches to achieving the object of the work set forth in the Abstract, including your views as to approaches that would best lend themselves to fixed pricing; and 9.The subject matter expertise which, in your estimation, would be required to best achieve the objectives sought by the Abstract. 10. If possible on the basis of the existing Abstract, a range of contract pricing for each enumerated item in the Abstract that would inspire your company to compete for a contract. Performance Work Statement Abstract [Draft]: In order to develop policy that advances the goal of ensuring that all Americans are able to participate in and benefit from wired and wireless communications, the Commission is considering conducting or commissioning research that illuminates the relationship between market entry barriers and the satisfaction of critical information needs of local communities. The Commission is tentatively considering the following four (4) study requirements, as separate studies or as a group or groups of studies: 1.A Qualitative Analysis of Communication Ecologies and Critical Information Needs. a.The FCC is looking for an entity capable of performing field research in a minimum of six markets (small, medium, and large), potentially involving focus groups, in-depth interviews, surveys, and the construction of relevant databases to determine whether and how FCC regulated and related media, telecommunication and information services construct news and public affairs, or other relevant content and/or services to provide for critical information needs (CIN). b.This research includes proposing a methodology for determining the media and telecommunications services available in the contractor proposed markets, the extent to which different media respond to the critical information needs of the American public, including a content analysis and a description of the services provided for the disabled and for language translation. 2.A Survey of Communication Ecologies and Performance Regarding Critical Information Needs. a.The FCC is looking for an entity capable of performing field research in a minimum of six markets (small, medium, and large), involving focus groups, in-depth interviews, surveys, and/or other proposed methodologies to determine how different Americans construct their media environment, and to what extent they rely on the Legacy Media and/or New Media to acquire critical information. b.Propose and justify a methodology for selecting target markets and conducting field research to determine the range of media the public relies on for acquiring critical information. 3.A Survey/Analysis of Market Entry Barriers and Critical Information Needs. a.The FCC is looking for an entity capable of performing an analysis of survey research examining whether there are market entry barriers to participate in the media, telecommunications and information industry. b.Is market size a factor and if there are barriers to entry, do the barriers have an impact on the provision of critical information needs? 4.National Multi-Lingual Poll on Critical Information Needs. a.The FCC is looking for an entity capable of constructing, performing and analyzing a national multi-lingual poll to gather data on whether Americans get their critical information needs met by FCC-regulated and related industries.
