- The Defense Advanced Research Projects Agency, Contracts Management Office (DARPA/CMO) intends to award a sole source contract to Textron Defense Systems (TDS) 201 Lowell Street Wilmington, MA 01887 under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The proposed procurement is for the expedited development of a Smart Munitions system based on the STO ADAPT program. The objective of this effort is to develop and demonstrate an Ottawa treaty complaint smart munitions system in twelve months. The new program called Smart Munitions will leverage existing work being performed on the ADAPT program as well as include additional work to customize the hardware and software for a ground ISR platform. The smart munition system will be designed to detect, track, characterize and engage military targets. Textron Defense Systems has previously received a DARPA-funded contract for performing studies in the application of the ADAPT core in munitions. Textron's existing knowledge of the ADAPT system is critical to successfully developing, integrating and demonstrating a smart mine field in the 12 month time frame. Award of a contract to a new performer without the benefit of Textron's previous ADAPT experience and smart mine study would substantially increase risk to cost, performance, and schedule. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which if received within fifteen calendar days of publication of this notice, shall be considered by DARPA. All responses must be submitted to the Government point of contact at the email address shown below with the Special Notice number referenced in the subject line. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
