Description
DESCRIPTION: As the host agency for the Federal Laboratory Consortium (FLC) for Technology Transfer, the National Institute of Standards and Technology (NIST) requires contractor support services to carry out the mission of FLC which is to promote and facilitate the rapid movement of federal laboratory research results and technologies into the mainstream of the U.S. economy. Specifically, the FLC develops and tests transfer methods, addresses barriers to the process, provides training, highlights grass-roots transfer efforts, and emphasizes national initiatives in which technology transfer has a role. For the public and private sectors, the FLC brings laboratories together with potential developers and users of government-owned technologies. The FLC seeks to add value to the federal agencies, laboratories, and their partners to accomplish the rapid integration of research and development resources into commercial products. The Consortium's vision is to actively promote the fullest application and use of federal research and development by providing an environment for successful technology transfer, thereby enhancing the socioeconomic well-being of the United States in the world. The FLC was organized in 1974 and formally chartered by the Federal Technology Transfer Act of 1986 to promote and strengthen technology transfer nationwide. The FLC is the only government-wide forum for federal technology transfer. Its members consist of technology transfer professionals representing more than 300 federal laboratories and a representative from each of their respective parent federal agencies and departments. The FLC has established bylaws for the purpose of its governance and executing the statutory mandates established by Congress (see 15 United States Code Section 3710). The FLC has been mandated to study national health of our nation through technology transfer and cuts across 18 federal agencies and 6 regions. The contracted services will carry out the FLC's mission at both the national and regional levels. The following are the required categories of services (Categories 1-8 are applied at the national level; Category 9 refers to the regional efforts.) 1. Operations Support 2. State and Local Government 9. Regional Support This requirement is being procured using contracting by negotiation under the authority of FAR Part 15, via a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this requirement is 541690 with a small business size standard of $14M. The competitive Request for Proposals (RFP), specifications, any subsequent amendments, and all questions and answers related to this procurement shall be made available via the Internet at www.fbo.gov under RFP number SB1341-12-RP-0014. THE RFP IS ANTICIPATED FOR RELEASE TO THE VENDOR COMMUNITY ON OR ABOUT JULY 6, 2012, AND WILL ONLY BE AVAILABLE VIA THE INTERNET AT THE ABOVE WEBSITE.
