Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) plans to conduct a retrospective economic impact study on manufacturing system integration standards. Product data exchange is common in almost all discrete parts manufacturing industries. But as the complexity of the design stages, production processes, and final products increase within integrated supply chains, the potential for interoperability problems increases as well. The Standard for Exchange of Product (STEP) model data is a set of standards that facilitate the seamless transfer of digital representations of engineering and manufacturing data. Such representations are known as product models, and the digital information they are composed of is known as product model data. Interoperability problems in the exchange of electronic product model data represent a significant cost to manufacturing companies. These costs are primarily due to supporting multiple CAx systems and correcting errors introduced in the exchange of product model data. Together, computer-aided design (CAD), computer-aided manufacturing (CAM), computer-aided engineering (CAE), and product data management (PDM) systems are referred to as CAx. CAx interoperability is the ability to communicate data from one software system to another. NIST has made significant contributions to STEP, beginning in the mid 1980s and continuing today. NIST has contributed to the development of the STEP suite of standards, the integration of STEP functionality into applications, and the adoption of STEP functionality by end users. An firm-fixed price contract will be procured to conduct an economic impact study. The study will quantify the impact NIST has had in accelerating the development and use of STEP standards to retrospectively analyze the economic impact NIST has had in the development and adoption of international standards designed to reduce interoperability problems inherent in the exchange of digital product information. The scope of the study will be limited to two key segments of the U.S. manufacturing industry: the transportation equipment industries (automotive, aerospace, shipbuilding, and specialty and the electronics manufacturing industries. The intended study will produce revised estimates of both benefits and costs that have occurred since publication of an earlier study in 2002. The period of performance will be for a base period of two years and shall include option line items. The NAICS code for this requirement is 541990 with a small business size standard of $14.0 million. Contracting by Negotiation shall be utilized under the authority of FAR Part 15. This requirement is 100% set-aside for small business. The competitive Request for Proposal (RFP), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFP number SB1341-12-RP-0061. Potential offerors shall be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors must be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately 15 days after the date of publication of this notice.
