Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a notice of a proposed sole source contract action for engineering and logistics services to Systems Engineering Associates Corporation (SEACORP) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The original manufacturer of the TSDC parts went out of business in 1992 and SEACorp hired the TSDC subject matter experts. As such, the experience, skill set required for timely installation, maintenance, and repair of the Ohio Equipment Replacement TSDC rests solely with SEACorp and its employees. In addition, the Ohio Submarine Class program is the only program using the OER TSDC thereby further limiting available expertise for maintaining these now unique, obsolete components. The Government anticipates posting the Justification and Approval document with the Request for Proposals. Under the proposed action, the Contractor shall provide life cycle engineering support for the development, installation, repair, refurbishment and maintenance of the Ohio Class Submarine Data Processing Subsystem (DPS) TRIDENT Signal Data Converter (TSDC) CV-3325B(V)/UYK equipment. Tasks shall consist of operational and maintenance life cycle support, and revision development and advanced planning support. Place of Performance - The contractor shall perform services at NUWCDIVNPT, the contractor ™s facility, at on-site shore facilities, and aboard ship. CLIN 0001 “ Services CLIN 0002 “ CDRLs “ NSP Period of Performance “ Date of Award through (3) years thereafter; No Options or Award periods. Anticipate award of a Cost Plus Fixed Fee Indefinite Delivery/Indefinite Quantity contract using FAR Part 15 processes and procedures. The Service Contract Act of 1965 may apply to this procurement based on the proposed labor mix (see FAR 52.222-41) Anticipated solicitation release date: NLT 7/13/2012 via NECO and FedBizOpps
