- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $100,000 (See FAR 13.106-1) Date: 6/25/12PR Number: R1576121002 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Purchase of two (2) submersible pumps (ABS, Model XFP80C CB1.2 - PE20/6, 3' pump with 2.7 HP motor). These are to replace the existing raw water pumps at the Norris Water Treatment Plant. One pump has failed and the other has a seal failure light on. This is needed as soon as we can get them here. If both of these pumps fail, the Norris WTP will have to stop operations, which means no water at Norris. This would result in closing the whole Norris area, including Norris campground and Norris Museum. 2. Sole Source Justification rationale (Check one and explain below): __X__Only one responsible source. __X__ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. Explain: Due to original design, these pumps must be replaced with identical model. The guide rail system was installed in the wet well that fits only the pumps originally installed. Falcon Environmental is the sole area authorized representative for ABS pumps (see email). These pumps have to attach to an existing rail system that is unique to ABS and existing control panel electrical components. With the time factor and cost to redesign this plant this is the most cost effective means for the government. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: No one can meet the specs of the existing pumps. 4. If this is a determination for sole source, the Contracting Officer certifies: a.Only one source is available, or urgent and compelling circumstances exist. b.The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
