Description
Provisions and Clauses Justifiication and Approval This is a combined synopsis/solicitation, Solicitation number AG-3144-KC-12-0001, for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation is issued as a request for quotations. This document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-58, effective May 18, 2012. The government intends to award a sole-source, firm-fixed price procurement under FAR Part 12.203 to USEngineering Solutions Corporation's to provide dam monitoring software (DamWatch®), configuration support services, and software maintenance support subscriptions for up to 11,600 NRCS Watershed Project dams in 47 US States and one US territory - see description below and attached justification/approval permitting for other than full and open competition. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), the Government will negotiate directly with USEngineering Solutions Corporation. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination not to compete this requirement is within the discretion of the Government. All responsible sources may submit a written capability statement, proposal, or quotation, which shall be considered by the agency. The anticipated award date is July 13, 2012 with a period of performance of five years (base year plus four option years) from the date of award. The required delivery date / period of performance start date is 16 Jul 2012. The North American Industry Classification System (NAICS) is 511210, Software Publishers, with a size standard of $25 million. The following clauses and provisions apply to this combined synopsis/solicitation - see attachment clauses document for details. - The provision at 52.212-1, Instructions to Offerors-Commercial Items. - The provision at 52.212-2, Evaluation - Commercial Items - The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items - The clause at 52.212-4, Contract Terms and Conditions-Commercial Items. - The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. - The provision at 452.209-70, Representation By Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction - The clause at 452.209-71, Assurance Regarding Felony Conviction or Tax Delinquent Status for Corporate Applicants Description: Dam monitoring software, configuration support services, and software maintenance support subscriptions. - Provide a web-based, dam monitoring and dam documentation management tool capable of real-time dam monitoring and alert notification for up to 11,600 NRCS Watershed Project dams in 47 US States and one US territory from a central server location without utilizing physical sensors/instruments. - The system will use existing data sources/feeds from the National Weather Service (NWS), National Oceanic and Atmospheric Administration (NOAA), Natural Resources Conservation Service (NRCS) and United State Geologic Service (USGS) to compare against user-established thresholds to determine when a potential dam safety threat exists. Alerts and notifications are sent immediately according to client-specified plans of action. - All pertinent information shall be accessible to authorized end-users given various read-only and editor permissions roles in compliance with USDA security protocols. - Users who have administrative privileges will be able to access the system's administrative interface so they can manage user profiles, create application use reports, and access archived data. - The system must support the ability to view Structural details (i.e. geometrics, spillway, storage, owner and general information), event/ticket information (informational, monitoring, inspections, maintenance or breach), managed documents (e.g. inspection reports, emergency operation plans, operation and maintenance manuals, site plans, etc.), alerts (for radar, gages, devices and simulations, etc.), gage information as associated with each dam/structure, and navigational/routing. - For server load calculation, system must be configured with system metric and multiple load balancing switching which is compatible with our USDA hosting facility in Kansas City to allow for at least 100 simultaneous users. - The system will be GIS-based and have the ability to select geospatial layers for overlay viewing which will include real-time one-hour, three-hour and storm total accumulated precipitation estimates, and real-time hydrologic review using USGS stream flow data. - The system must be able to issue alerts and other notifications (including messaging and event simulations) that can be managed efficiently and easily; manage (document and close) multiple alerts simultaneously; archive alerts for review and easily accessibility by administrators; and messages can be broadcasted via multiple forms of media / communication. - The system must include 75 tablets that have a broadband communication service included so it can communicate with online resources while observing dams in the field. These devices will help facilitate real-time observation of conditions during a potential hazardous event, normal inspections, or other times that onsite data is needed. - Training for users shall be provided, including webinars that will be recorded and made available to users at all times.
