- This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAIDNOI12107 and the solicitation is being issued as a Notice of Intent to procure on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-58, May 18, 2012). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from BD BIOSCIENCES, 2350 Qume Drive, San Jose, CA 95131-1812; The North American Industry Classification System (NAICS) code for this requirement is 334516; which has a business size standard of 500M; The following requirements are for: 1) BD FACSCanto II Special order System, Item #643554 [Includes the following: The ability to detect 4 colors from the blue laser (488nm) and 2 colors from the red laser (633nm), Filters and dichoric mirrors will be supplied to support the following fluorochromes: Blue Laser (20mw), FITC (502LP; 530/30), PE (566LP; 585/42), PE Tx Rd (600LP; 610/20), PE Cy7/7AAD (735LP; 780/60), Red laser (18mw), APC (660/20), APC Cy7 (710LP; 730/45)]&[The BD Diva Workstation will consist of the following components: FACSCANTO II Z210 WORKSTATION BUNDLE, OS: Windows XP Professional SP3, Processor: Intel Xeon E3-1225 3.1 6M 4C 95W GT2 CPU, RAM: HP 4GB (2x2GB) DDR3-1333 ECC RAM, Video card: NVIDIA Quadro 600 1.0GB Graphics, 1st Hard drive: HP 250GB SATA 6Gb/s 7200 1st HDD (1st slot), 2nd Hard drive: HP 500GB SATA 6Gb/s 7200 2nd HDD (2nd slot), DVD drive: HP 16X DVD+-RW SuperMulti SATA, 1st Ethernet Card: Integrated Gigabit (10/100/1000), 2nd Ethernet Card: Intel Pro 1000 CT GbE NIC, Microsoft Wireless Zoom Mouse, and 19-INCH NEC COLOR LCD Display Monitor (QTY 2). This instrument is manufactured by BECTON, DICKINSON AND COMPANY and is the only vender will satisfy agency's requirements: a) Cytometer must have six fluorescence detectors and be upgradable to 8. b) Cytometer must incorporate dual spatially separated lasers with automatic time delay calculation using FDA approved instrument set-up software. c) Cytometer must be upgradable to automatic integrated 40 tube carousel sample tube loader with integrated software for IVD approved assays. d) Cytometer must be able to detect less than 50MESF particles on PE channel. e) Cytometer shall be installed and serviced by service personnel with local backup and twenty four hour response time guaranteed. f) Cytometer must have pre-defined assays using six colors in a single tube. g) Cytometer must incorporate all digital electronics to provide cell acquisition. h) Cytometer must have automatic start- up, operation and shut-down capability including automatic daily and monthly clean cycles. i) Cytometer must be able to run automatic 6+ color fluorochrome digital compensation. j) Cytometer must be upgradeable to 3 laser configuration. k) Cytometer must be upgradable to automatic sample injection from either microliter plates (96 or 384 well) using proprietary software. l) Cytometer shall have variable detector configurations using reflected light trigon and octagon PMT arrays. m) Cytometer fluidics system must draw sheath fluid directly from 20 liter Cubetainers. The government will award a firm fixed-price contract and the FOB terms are 'Destination' and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a).
