- The U.S. Department of Education (ED), Office of Vocational and Adult Education (OVAE), anticipates the release of the subject solicitation on or about July 13, 2012. It is determined that these services are commercial as defined in FAR 2.101. This procurement will be competed in accordance with Federal Acquisition Regulations (FAR) Part 15 (Contracting by Negotiation). A 24-month firm fixed price contract, with no options, is planned. Once the solicitation is released, all responsible sources may submit a proposal which shall be considered by the agency. Description: The Policy to Performance: Career Pathways System Initiative (P2P-Career Pathways) will support state and local efforts to create integrated Career Pathways systems involving industry, education, workforce, and economic development. It will address state and local barriers to the development and implementation of cross-system policies that support transitions for secondary students and adult learners into postsecondary education and employment in the 21st century workforce. This initiative builds on the U.S. Department of Labor's (DOL) "Career Pathways Technical Assistance Initiative" (Contract DOLQ101A21449). Through the provision of customized technical assistance, P2P-Career Pathways will integrate secondary-postsecondary CTE programs of study into broader Career Pathways system development efforts underway at the state and local levels. The purpose of this 24-month initiative is to integrate career and technical education (CTE) programs of study into broader Career Pathways system development efforts underway at the state and local levels in five participating states. By the end of this systems change initiative, OVAE anticipates the participating states will have made material advances in their Career Pathways system development efforts. Examples of systems changes would include but not be limited to -- development and implementation of a cross-systems Career Pathways strategic plan, policy alignment, secondary-postsecondary program alignment, and/or development of a Career Pathways pilot program. Participating state teams comprised of state and local representatives will set specific goals for the initiative and create a plan to achieve them. Each team will receive targeted technical assistance from an assigned state coach and from subject matter experts (SMEs) to help them achieve their goals. OVAE anticipates that the contractor and the state coaches shall use the key elements, strategies and tools presented in the DOL Career Pathways Toolkit: Six Key Elements for Success to guide the technical assistance to be provided to the participating states, adapting and augmenting them as necessary to meet the needs of the states. The state teams will participate in: a) virtual and face-to-face in-state team meetings; b) virtual meetings among the participating state teams; and c) virtual networking and information sharing with other participating state teams. This contract supports Goal 1 of the Department's Strategic Plan, "Postsecondary Education, Career and Technical Education, and Adult Education: Increase college access, quality, and completion by improving higher education and lifelong learning opportunities for youth and adults," as well as the President's goal to "retrofit America for a global economy." It supports OVAE's ongoing efforts to improve Perkins program performance and prepare CTE students for both college and careers. Objectives: • Enable state and local policy-makers to align administrative policies across different state agencies to remove policy impediments and support the implementation of a comprehensive Career Pathways system from secondary education through employment and re-employment. • Increase the capacity of local areas to design and implement Career Pathways models in in-demand careers in high growth industry sectors that provide a seamless transition into postsecondary education and employment in careers that provide a family-sustaining wage.
