- Sources Sought Synopsis I. OVERVIEW: THIS IS A SOURCES SOUGHT NOTICE ONLY. This Sources Sought notice is for market research purposes in determining interest and capability of potential business vendors to provide services in support of this type of requirement only and is not to be construed as a commitment by the Government for any actual procurement of services or supplies. This notice does not constitute a solicitation (e.g. Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. The Agency does not intend to pay for any information provided. Interested sources may identify their interest and capability to respond to the requirement. Interested sources that possess the capabilities of obtaining the required technical, engineering, and manufacturing data from the original OEM, and possess the capabilities to manufacture these items can submit information regarding their capabilities. Interested sources must maintain facilities and cleared personnel for handling, storing, and maintaining information and operating systems with security classifications up to and including Secret. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice are solely at the responding party's expense. II. PURPOSE: a. The Hill AFB F-16 System Program Office has interest and is seeking sources with the demonstrated expertise and experience for a contract to remove and replace all (32 total) main Wing Attach Fitting (WAF) bolts and hardware on roughly 160 pre-Blk F-16 C/D aircraft across 19 Air Force bases within the 48 contiguous United States. III. SUBMISSION REQUIREMENTS: Responses to the notice shall include the following: a. Product Information: Product Literature and other supporting documentation that demonstrates your company's ability to provide the subject services Service(s) options and description of what is included Delivery date after award IV. INTERESTED PARTIES: The Government requests interested parties submit a brief statement of current capability to perform the services outlined in sections VI & VII by providing responses to this synopsis. VI. TECHNICAL REQUIREMENTS: a. Disassembly: i. Following Fuel System Defuel/Purge per JG12-00-1, the contractor must be able to provide F-16 Aircraft Fuel System Journeymen/Craftsmen equivalent to remove all (32 total) main WAF bolts, nuts and washers. b. Reassembly: i. The contractor must be able to provide F-16 Aircraft Fuel System Journeymen/Craftsmen equivalent to replace all (32 total) main WAF bolts, nuts and washers. Bolts, nuts, and washers will be provided by USAF to the contractor on site. ii. The contractor will also be responsible for the fuel leak check following assembly. VII. ADDITIONAL RESPONSE REQUIREMENTS: a. Identify Subcontracting Requirements/Activities: i. Identify all activities that require subcontracting, collaboration or sole source as well as third-party engineering & logistical support. b. Timeline: i. Provide a brief timeline to demonstrate an understanding of the above requirements that consists of time required for team assembly, man hours per technical requirement per aircraft, and an estimated overall period of performance. c. Common Capability Elements: i. Technical capability 1. Provide test data/reports/documentation indicating your services meet requirements 2. Provide proof that your firm can perform similar technical work with similar level of effort ii. Related past performance 1. Provide information demonstrating that your firm has successfully performed similar work 2. Provide information that your firm can gain access to USAF bases The Air Force asserts that it has a responsibility to advance the possibility for competition for this requirement at the earliest practical juncture. Although we do not foresee an issue for This agency will be sensitive to the possible development of Organizational Conflicts of Interest (OCI) as this effort progresses. To the extent that participants in the early phases of this planning effort may be precluded from participating in the production phases as full and open competition is pursued. Response to this notice will not be treated as an offer and responses cannot be accepted by the Government to form a binding contract or agreement. The System Program Office will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if a Request for Proposal (RFP) is issued. RESPONSES TO THIS NOTICE WITH INFORMATION ARE DUE WITHIN (15) CALENDAR DAYS FROM THE DATE THIS NOTICE IS PUBLISHED, NO LATER THAN 12 JULY 2012.
