Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Electron Microscopy Core Facility (EM Core), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Boeckeller Instruments, Inc., Tucson, Arizona 85714, for the purchase of Jeol FJD II-CR Freeze Fracture/Freeze Etch Device. Background: DIR Core Facilities provide scientific resources, cutting-edge technologies and novel approaches to support the outstanding research program of its scientists. Availability of specialized expertise creates a robust environment for conducting a wide range of studies and accelerates the pace at which science discovery can take place. The Electron Microscopy Core provides consultation, services, and training to investigators in transmission- and scanning electron microscopy of cells and tissues, immuno-gold labeling, negative staining or rotary shadowing of macromolecules and other subcellular structures, and image analysis. Purpose and Objectives: The RFD-0910 freeze fracture machine in the NHLBI Electron Microscopy Core Facility is in need of replacement. This system has been in use for approximately ten years and is currently in use with four projects with different investigators within NHLBI. The projects require the highest resolution platinum shadowing to resolve molecular structure and fine details of multimolecular structure with a system that is compatible with the existence system. The manufacturer no longer performs maintenance or supply's repair parts for this obsolete system. Specific Requirements: Part No. 305165-CR Jeol, JFD II-CR Freeze Fracture/Freeze Etch Device, quantity one each. System must be equipped with a helium cryopump, as is the RFD-0910 system. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Comments to this announcement, referencing this Notice of Intent No., NHLBI-CSB-(HL)-2012-172-DDC, may be submitted in writing to the COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. This acquisition is conducted under FAR Part 6.302-1(c) (1), only one responsible source and no other supplies or service will satisfy agency requirements. The brand name determination is based on the Government's requirement to procure the highest resolution platinum shadowing to resolve molecular structure and fine details of multimolecular structure. The quality of vacuum is critical to reliable high-resolution platinum shadowing. The particular brand name, product or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's need. Boeckeller Instrument, Inc. is a small business reseller and the only company authorized by Jeol USA, Inc., as a designated reseller for the system. The purchase of this system must be compatible with the current outdated RFD-0910 system. To purchase a model from another manufacturer, could cause delay in research as well as jeopardize the research. The qualifications are critical for the (EM Core) of the nature of the scientific research supported by this core. Interested offerors must submit capability statement and/or proposal NO LATER THAN 7:30 AM EASTERN TIME June 29th, 2012 VIA electronic copy to Coulterd@NHLBI.NIH.Gov Each response should include the following Business Information: a. DUNS b. Company Name c. Company Address d. Current GSA Schedules appropriate to this award e. Do you have Government approved accounting system? If so, please identify the agency that approved the system. f. Type of company (i.e., small business, 8 (a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). Itemize price list of the products and shipping cost if applicable i. Commercial price list for service or break down of cost of labor and man hours j. Delivery time frame k. Certified letter from the manufacturer stating your company is authorized to resell the equipment The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 14 Service Rd West, Building 14E Room 111B, Bethesda, Maryland 20892. A Brand Name Justification is attached and made a part of this Intent to Award Notice.
