- Notice Type: Notice of Intent Synopsis: The Department of Veterans Affairs, Portland VA Medical Center intends to issue a sole source contract to ECRI for the following services for one year: Alerts and Recalls, Capital Equipment Program Management, Technology Assessment, and Automated Alerts & Recalls Management for VISN 20 facilities. This notice of intent is not a request for quotes. The Government intends to acquire services via FAR 6.302-1. Interested organizations may submit expressions of interest (EOIs) containing sufficient literature to the extent necessary to allow the government to determine the technical acceptability of specification. The aforementioned information should be submitted in writing to the Contract Specialist (email: jose.ronstadt@va.gov). Oral communications are not acceptable in response to this notice. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capability to provide the services sought including pricing data, technical data sufficient enough to determine that a comparable source to the government is available. The government will be the sole determiner regarding an offers ability to meet all requirements. The government will consider all EOIs received prior to 3 days after the date of the publication of this synopsis before 10:00 am EST on that date (07/02/2012). Below is the Justification for the aforementioned Services, in accordance with FAR 11.105: JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION. Upon the basis of the following justification, the Government hereby approves the issuance of the contractual action described below using other than full and open competition, pursuant to the authority cited herein. Identification of Agency Department of Veterans Affairs, Portland VA Medical Center, 3710 SW Veterans Hospital Road, Portland, OR 97239. This purchase will be under the Simplified Acquisition Procedures and other than Full and Open Competition as authorized under FAR 13.501 (a) (1). The anticipated award date is 08/01/2012. Nature of Action Being Approved: This justification and approval set for the facts and requests approval for the issuance of a sole source contract with ECRI to support the Portland Veterans Administration Medical Center. Description of Service and Supplies: ECRI to provide services for alerts and recalls, capital equipment program management, technology assessment, and automated alerts & recalls management: The statutory authority for this justification is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements. Justification Rationale: ECRI is the only vendor that provides services for alerts and recalls, capital equipment program management, technology assessment, and automated alerts & recalls management. Alerts and recalls: services provide alerts and recalls from a variety of sources to key people at each VISN 20 facility. Each facility uses a VHA database to track alerts and recalls related to Food and Cosmetics; Veterinary Products; Reagents; Implants; Drugs; Consumable Medical Devices; and a limited number of Medical Equipment alerts and recalls. This Alerts and Recalls system augments that VHA system for alerts and recalls related to medical capital equipment. Capital Equipment Program Management Services: services provide assistance to key people involved in the capital equipment procurement process at each VISN 20 facility. Examples of users include biomedical engineering, Contracting, clinical users, and L&MM staff. Technology Assessment Services: these services are for all eight VISN 20 facilities. They help each facility assess present and potential future technologies including: drugs, medical devices, procedures, and behavioral health interventions. Automated Alerts and Recalls Tracking Service: service is for the Portland VAMC only. It will allow PVAMC to automatically assign alerts and recalls received, and to track user responses.
