- Description/Experience: The Contractor shall provide Advisory and Assistance Services (A&AS) professional support services in the areas of strategic program planning, studies, evaluations, HF propagation analysis, and analysis of system performance requirements in support of the High Frequency Global Communications System (HFGCS) System Program Office (SPO), located on Tinker Air Force Base (TAFB), OK. The Contractor shall provide expert knowledge level support to include High Frequency (HF) data communications and networking protocol, HF propagation (line of sight, surface wave, skywave, and Near Vertical Incidence Skywave [NVIS]), military applications of HF radio, HF military standards (MIL-STDs and North Atlantic Treaty Organization (NATO) Standard Agreements (STANAGs)), and recent and emerging HF technologies and trends, including: IP over HF, Digital Voice using Enhanced Mixed Excitation Linear Prediction (MELPe), Wideband HF, Surface wave radar, 2nd and 3rd generation Automatic Link Establishment (ALE), international spectrum allocations. PhD-level expert knowledge is preferred. The Contractor shall provide professional support services by developing and providing studies to support and assist Program Managers with decisions concerning system capability and proposed modification efforts. These studies may include evaluations of current system capabilities and anticipated ionospheric activity. The Contractor shall attend all NATO Beyond Line of Sight Capability Team (BLOS CaT), High Frequency Industry Association (HFIA), and Armed Forces Communications and Electronics Association (AFCEA) West meetings. Location: The primary place of Contractor performance shall be the Contractor's facility; telework is not authorized and telework clauses will not be included in this award. Contractor proposals should identify the physical address of place of work performance. Schedule: The Contractor's work schedule is estimated as follows. The monthly hours will be based upon previous task efforts and projected conferences. The Contractor shall work closely with the COR to meet the above schedule. Weekly conference calls/discussions may be required. Security: Contractor employees shall not require access to AF computer systems and information nor require a CAC in order to perform work. Classified work will not be performed.
