Description
Project Description: The National Park Service will be soliciting proposals for an indefinite delivery, indefinite quantity for various LED lighting fixtures for a base period plus four one-year options for a total of five years. The fixtures shall compliment daytime architecture and landscape without dominating the visual experience. Surface colors, finishes and texture all determine how light is translated into the desired visual effect. The required fixtures will all use LED energy efficient lamping. The LEDs provided shall be the most efficient and have the highest performance aspects available to date. All fixtures shall be rated for outdoor, wet locations use to keep dirt, bugs, moisture and other contaminants out of the luminaire, which is critical to maximize durability and longevity and photometric performance over the life of the product. Mounting features should allow for flexible and simple installation. Required electrical components such as LED drivers and low voltage transformers are to be remotely located. Thermal management is critical to maximize LED performance and life. All fixtures requiring thermal management should integrate external heat sinks into the design. All fixtures shall have a five (5) year warranty and shall be UL listed. The LED lighting fixtures required performance specifications are as follows and the solicitation will provide specific minimum salient characteristics for each of the LED Lighting Fixtures: "All fixtures shall be exterior rated with a rugged, die cast aluminum housing fully sealed for maximum fixture life and IP66 rated for outdoor applications and UL rated to the UL1598, UL8750 standard. Stainless steel hardware, silicon sealing devices and clear tempered glass shall be included. "All fixtures should integrate high output LED units with a minimum rated life of 60,000 hours at 40 degrees C. Color temperature should be neutral white (4000K +) with a CRI of 70 +. "Fixture finish to be anodized satin aluminum (dark silver, black or dark bronze). Color(s) to be selected by the Government for each applicable application area as needed by the Government. The intent is that fixtures blend in with the surrounding landscape. "Warranty five (5) years "Required drivers, controls or transformers are to be remotely located. Paper copies of the electronic solicitation will not be made available to offerors, but will be available through the NBC web site. Prospective offerors desiring to conduct business with the U.S. Department of the Interior (DOI), National Park Service (NPS) are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. Proposed Issue Date: July 12, 2012 Title of Project: LED Light Fixtures and Appurtenances Type of Procurement: Negotiated, Full and Open Competitive, Lowest Price Technically Acceptable Acquisition "Proposal receipt date is approximate; actual date will be established at the time the solicitation is issued. "It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors, (large or small) are strongly encouraged to contact their local Small Business Administration office, to post their need for qualified subcontractors on SUB-Net accessed at http://web.sba.gov/subnet/, and to utilize the Central Contractor Registration's (CCR) Dynamic Small Business Search for potential subcontractors within these various socio-economic categories. "In order to be considered for award, all large businesses will be required to submit an acceptable Subcontracting Plan with their proposal (see Federal Acquisition Regulation 19.7). The NPS subcontracting goals for Fiscal Year 2012 for the participation of small businesses at a minimum are as follows: Small Business Concerns - 52%; Small Disadvantaged Business Concerns - 16%; Small Women-Owned Business Concerns - 7%; HUBZone Small Business Concerns - 7%; Veteran-Owned Small Business Concerns - 0%; Service-Disabled Veteran-Owned Business Concerns - 3%; 8(a) concerns - 8%. "Small Disadvantaged Business and HUBZone firms must be certified in accordance with solicitation clauses 52.219-8 -- Utilization of Small Business Concerns and 52.219-9 -- Small Business Subcontracting Plan (status of firms can be found on CCR's Dynamic Small Business Search).
