- This is a sources sought synopsis for the construction of water and waste water systems in Northern California. This announcement is a market survey for information only to increase our sources small and other small businesses in the demographic categories specified below. The announcement will be used by Indian Health Service (IHS) for preliminary planning purposes. This is not a solicitation for bids or proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The IHS, California Area Office at times has the need to acquire water and waste water systems on Indian land in Northern California. The counties included are: Shasta, Tehama, Glenn, Modoc, Plumas, Lassen, Butte and Siskiyou. Proposed contracts may be competitive, Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Requirements contracts, or contracts for a specific item or items. Contract are issued both using the Federal Acquisition Regulations or through assistance to the Tribes to acquire the services using Tribal Procurement in accordance with Public Law 93-121. The results and analysis of the market research will finalize the determination of the procurement method. The type of set-aside decision to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of the small business community in the following categories: Small Business Small Disadvantaged Business Native American Owned Business Section 8(a) HUBZone Service-Disabled Veteran-Owned Veteran-Owned Women-Owned The amounts of these projects will vary. The NAICS Code for this work is 237110, Water and Sewer Line and Related Structures Construction. Prior Government contract work is not required for submitting a response under this sources sought synopsis. IHS contracting and engineers staff will meet with interested firms in a one-on-one basis to discuss contractor capabilities and potential upcoming IHS acquisitions. Interested firms are encouraged to bring any questions they may have to the meeting.
