- 1. PURPOSE: This Sources Sought Notice is to identify firms that are interested and qualified to perform the contract requirements below for Range Sustainability Services for Military Training Range Complexes services. The applicable North American Industry Classification System (NAICS) Codes are 541330 Engineering Services and 541620 Environmental Consulting Services. The size standard is $14,000,000.00 average annual receipts per year for NAICS 541330 and 541620. 2. LIMITATIONS: This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests, if required. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. Information may be utilized for acquisition planning purposes. The Government will not provide a debriefing on the results of this survey. Respondents will not be notified of the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. 3. PROCUREMENT DESCRIPTION: The proposed contract is intended to be a Firm Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for Architect-Engineer Services as described below and will be procured in accordance with the Brooks Act as implemented by Federal Acquisition Regulation (FAR) Subpart 36.6. The total estimated price, including the base period and six option periods, if exercised, is not to exceed $85,000,000 for the entire contract term. There will be no dollar limit per year. 4. REQUIRED COMPETENCIES: Firms capable in executing the major contract tasks should have access to personnel able to perform the following competencies: physical sciences, marine and terrestrial biology, naval acoustic analysis, engineering, environmental planning, Navy weapon systems, Navy testing and training ranges, military testing and training activities, information technology and database management, DoD information assurance, and knowledge of geographic information systems 5. GENERAL CONTRACT SCOPE OF WORK AND REQUIREMENTS: The contract will require services of a multi-disciplinary organization capable of supporting range sustainment activities, primarily through the Tactical Training Theater Assessment and Planning (TAP) Program. The general scope of this contract must meet a variety of sustainment analysis and planning requirements. a. MAJOR CONTRACT TASKS: (1) NAICS 541330 (Engineering Services) Training Range Sustainment Training Range Strategic Vision and Requirements documents; Range Complex Management Plans (RCMPs) in accordance with and applicable Navy policies including the most current version of OPNAV 5090.1, DoDD 3200.15, DoDD 4715.11/12, and DoDI 4715.14; Updates of annual RCMP investment recommendations for the Tactical Training Range (TTR) Prioritization Conference; Air Installation Compatible Use Zone (AICUZ) and Range Air Installation Compatible Use Zone (RAICUZ) documents; Other range-related reports, documentation, or analyses such as the Sustainable Ranges Report (SRR) per section 366 of the FY03 National Defense Authorization Act (USC10 §113 of 02 Dec 02); and Encroachment Action Plans (EAPs) in accordance with OPNAVINST 11010.40 and CNICINST 11010.1. Environmental Planning Environmental Planning documents in compliance with NEPA and EO 12114; and Other regulatory compliance documents associated with the environmental planning projects. (2) NAICS 541620 (Environmental Consulting Services) Biological Sciences Biological and ecological studies in support of environmental documentation; and Endangered Species Act (ESA) Biological Assessments and permits. Marine Species Requests for Letters of Authorization (LOAs) under the Marine Mammal Protection Act (MMPA); and Essential Fish Habitat (EFH) Assessments. National Historic Preservation Act Section 106 and 110 documents required under the National Historic Preservation Act (NHPA) b. STATEMENT OF WORK DESCRIPTION: The proposed contract is for the provision of range sustainability services and environmental planning associated with National Environmental Policy Act (NEPA) and Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions for military training range complexes and assets at various locations. The scope of the Architecture-Engineering (A-E) Services required includes preparation of military readiness activities documentation including Environmental and Operational Military Range Planning Documents. The contract will require services of a multi-disciplinary organization capable of supporting range sustainment activities, primarily through the Tactical Training Theater Assessment and Planning (TAP) Program. All work must be performed in accordance with environmental laws and the associated regulations including, but not limited to the most current version of OPNAV 5090.1, NEPA and EO 12114, MMPA, ESA, Magnuson-Stevens Fisheries Conservation and Management Act, Coastal Zone Management Act (CZMA, Clean Water Act (CWA), Clean air Act (CAA), Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The contract requires knowledge and experience with military operational training requirements, particularly Fleet training requirements. Products developed in support of the services rendered may include studies, preliminary plans, cost estimates and descriptive text for future planning, work plans, special planning, and engineering services. Certain reports that may be required include training range strategic vision and requirements, training range capabilities gap analysis and investment recommendations; environmental analyses; analyses of acoustics associated with Navy testing and training on the environment; quantitative estimations of the distribution of marine and terrestrial biological populations; geospatial analyses; information technology applications; traffic analyses; air quality analyses; anthropogenic sound characterization and quantification; encroachment and land use compatibility analyses; air space analyses; socio-economic studies; and public outreach-related efforts such as public meeting posters, fact sheets, and website hosting. 6.
