Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Startedigm, Inc., 19 Great Oaks RD., San Jose,CA 95119 for the acquisition of a Stratedigm flow cytometer upgrade: 2nd board and far red sensitive PMT. EPA is using a Stratedigm 1000 flow cytometer for nanoparticle research. This system contains 3 lasers (405nm and 488nm and 640nm) and 7 PMTs. EPA requires additional fluorescence parameters for other nanoparticle applications. The Stratedigm company makes a board for The Model:1000 flow cytometer that uses the existing PMT's in a very innovative manner, It uses the current PMTs with an electronic delay so 13 fluorescent parameters can now be detected simultaneously in a given experiment from only 7 PMTs. This 2nd board will increase the diversity of experiments and it will offer additional assays for investigators working in the nanoparticle research area. EPA also requires a far red sensitive PMT to detect fluorescence from silver nanoparticles in the far red range (700nm -900nm). Most PMTs are not sensitive above 700nm. It is critical to install a PMT that can detect fluorescence between 700 nm and 900 nm in the far red range. Startedigm Inc. is the manufacturer and has the knowledge of the software modifications that will be necessary to install this additional equipment into their flow cytometer. This integration of the board and far red sensitive PMT with current equipment is essential for the upgrade to work. Startedigm Inc. has exclusive copyrights, patents, and/or trade secret ownership, as well as the sole legal possession of the original computer "source code" that created the software. Requirements: (1) A 2nd board is needed that can be configured with our 3 lasers to accept 13 channels of emitted fluorescence after excitation and 2 scatter parameters. The board must be able to accept pulse width, height, and area pulses. The new board must be small enough to be integrated into the flow cytometer and be compatible with the Stratedigm software.(2) A far red sensitive PMT is needed to detect the emitted fluorescence from 488 nm and 640nm laser excitation. This PMT needs to be integrated into the system with the other 7 PMTs so it can optimally detect far red emitted fluorescence. The PMT should be sensitive to optimally detect far red fluorescence and should not be the standard type of PMT that detects primarily green fluorescence. The PMT should have good performance characteristics for detection between 700nm and 900 nm (3) EPA, has limited space in the laboratories. The laser has to be able to be integrated into the instrument with 21"x21"x24" foot print that includes fully integrated fluidics. (4) System currently has 7 fluorescence detectors that can be configured to be used with a 405, 488 or 640nm laser. We need to be able to increase the number of fluorescence detectors for many experiments. This board will increase capacity to detect fluorescent in the visible and far red fluorescence wavelengths using the 405 or 488 or 640 lasers. This Customizable Parameters Laser/Detectors offers the ability to digitally re-assign any existing Detectors to any spatially separated laser. This capability is accomplished via simple programmable digital time delay in software interface. The addition of a 2nd board with the 3 lasers and 8 PMT will allow us to use 3 lasers simultaneously and detect fluorescence 13 parameters simultaneously from a cell or particle. The circumstance permitting is FAR 6.301-1, "only one responsible source". The EPA has identified Stratedigm Inc., as the only vendor capable of satisfying this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement by the response date indicated above. Timely responses will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Pamela E.
