- The purpose of this announcement is to provide notice that the National Park Service (NPS) is releasing a Request for Quotation (RFQ) S12PS12882. NPS has a requirement for Tree Pruning; as a minimum the crew supervisor must be a current International Society of Arboriculture (ISA) Certified Arborist. The projects are located within Big Bend National Park at the Chisos Basin, Cottonwood Campground and Rio Grande Village area. This notice meets the requirements of FAR 5.101. A copy of this RFQ to include the Scope of Work will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website no later than June 27,2012. This procurement is a set aside for small business concerns, in accordance with Subpart 19.5 of the Federal Acquisition Regulation. The North American Industry Classification System (NAICS) code is 561730 and the small business size standard is 7 million dollars. REGISTRATIONS: Offerors must have and or maintain an active registration with the Central Contractor Registration (CCR) government system prior to award to be eligible for government contract - the link can be found at http://ccr.gov. Offerors are required to provide representations and certifications online at https://orca..bpn.gov. A Firm Fixed Price Contract is anticipated to be awarded to the responsible quoter whose quotation conforms to the RFQ and is most advantageous to the government, price, past performance and prior experience. The "best value concept" will be used for selecting the contractor. Offers are due 4:00 p.m. CST on July 10, 2012 and may be sent by mail, courier or email no faxes or oral quotes will be accepted. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as Request for Quotes (RFQ) No.S12PS12882. The FAR clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-30. FAR clauses and provisions enclosed within this (RFQ) S12PS21717 are available through Internet access at www.acqnet.gov/far. This solicitation is 100% small business set-aside for small business concerns. Service Contract Act wages apply. See attached Statement of Work for specific information and requirements. Special Note: All bidders are strongly encouraged to visit the job site to check all site conditions to ensure they have a clear understanding of the Scope Of Work, prior to submitting their bid for this project. Failure to inspect the site for conditions related to the requirements of the contract will not relieve the successful bidder from completing the work according to the terms of this contract. Any award resulting from this solicitation will be a Firm-Fixed Price type contract. 1. Offeror must furnish a history of past performance with a minimum of 5 references listed with contact information including name, address, and phone number. Offerors who do not provide past performance information will be considered non-responsive. 3. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
