See FAR clause 52.236-27 of the RFP for required information to be submitted in order to attend the site visit. General Information Document Type: Pre-Solicitation Notice Solicitation Number: MHMV100097 Classification Code: Y - Construction of Structures and Facilities (Y1LA) Set Aside: Competitive 100% Total Small Business Set-Aside NAICS Code: 237310 -Highway, Street, and Bridge Construction Small Size Standard: $28.5M Contracting Office Address: AFNWC/PKOD 2050 Wyoming Blvd SE, Bldg. 20686, Rm. C-118 Kirtland AFB, NM 87117 Description: The AFNWC/PKOD will be soliciting a 100% Total Small Business Set-Aside, Firm Fixed Price Contract to support the 377 MSG/CE mission at Kirtland AFB, New Mexico. Competition will be restricted to companies with a bona fide place of business in the State of New Mexico. THIS IS AN UNFUNDED REQUIREMENT Funds are not presently available for this requirement. The Government's obligation under this Pre-Solicitation and follow on Request for Proposals (RFP) is contingent upon the availability of appropriated funds from end of fiscal year funding. No legal liability on the part of the Government for payment of any money shall arise unless, and until, funds are made available to the Contracting Officer for this procurement and award has been made by the Contracting Officer. Work to be performed under this requirement will consist of removing and replacing two (2) helicopter fueling pads and supporting taxiway between Parking Aprons B and E on Kirtland AFB, New Mexico. Work includes re-location of Restricted Area (RA) line to create a construction zone adjacent to the flight line, demolition of old paving, excavation, layout, form work, paving and striping. RA line will be re-configured to original boundaries following construction completion. Estimated Period of Performance (POP) for requirement is 218 days. IAW FAR 36.204 the estimated price range for this requirement is between $1,000,000.00 to $5,000,000.00. A Request for Proposal (RFP) is contemplated utilizing lowest price technically acceptable (LPTA) evaluations described in Federal Acquisition Regulation (FAR) 15.1 targeted toward a 100% Total Small Business set-a-side with a 30-day response time (offers due 30 days after issuing). The offeror's proposal must convey to the Government that the offeror is capable, possess sufficient technical expertise and experience, possess sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion such that the technical requirements shall be achieved and costs shall be controlled. Kirtland AFB plans to include the following factors: 1) Cost/Price 2) Past Performance 3) Technical Acceptability Within the Past Performance Factor the following sub-factor will be used: a) Completed Past Performance Information Forms Within the Technical Acceptability Factor the following sub-factors will be used: a) Technical Approach Narrative b) Proposed Progress Schedule The Cost/Price factor will be afforded primary emphasis in the evaluation. All other evaluation factors other than Cost/Price, when combined, are approximately equal to cost/price. The solicitation will be available in electronic format only. The RFP will be posted on the website at http://www.fbo.gov/ on or about 29 June 2012 and close on or about 30 calendar days thereafter. No hard copies will be provided. It is the contractor's responsibility to check the website for any and all amendments to this solicitation. Prospective contractors must be registered in the Central Contractor Registration (CCR) database before award of a government contract; failure to register in the CCR database may cause your firm to be ineligible for award.
