Description
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED This is a modification to extend the existing contract, FA9200-06-C-0024, a Cost Reimbursable Contract for JMEMs. The contractor is Oklahoma State University Center for Innovation and Economic Development, 107 Wes Watkins Center, Stillwater, OK 74078-1020. The terms of the contract will be extended for a total period of 45 days. This effort will use incremental funding not to exceed $1M. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS Under this contemplated extension Oklahoma State University (OSU) will provide research and development for JMEMs as described below: (1) JMEMs development. The contractor is engaged in the constant process of expanding the breadth and depth of capabilities of JMEMs in order to meet the rapidly evolving needs of the warfighter. The development aspect of the work to be preformed the work is highly specialized with only a small niche community able to perform the complex task of developing advanced weaponeering models and predictive tools. The development of these models and tools are based upon both future needs and current needs of DoD's weaponeers working to prosecute targets in the AOR. This development is executed through research and development of methodologies to predict weapon effectiveness and incorporation of statistical data from weapon test in to these methodologies resulting in accurate predictions of outcomes. However, development of the methodologies is only one portion of the improving of the capabilities of JMEMs, the other portion is the development of the software to allow end users to utilize the tools and methodologies and apply them to real world situations. This encompasses the entire spectrum of software development from requirements analysis to deployment and maintenance. (2) JMEMs software maintenance. As software based analytical tool JMEMs requires regular maintenance to as does any other software. This maintenance also provides enhancements to existing software versions and provides a basis for upgrades to be incorporated in to future versions. (3) JMEMs Training. Training is an important part of the contractors' activity. The contractor shall generate instructional material to educate and indoctrinate users of JMEM publications. The materials include but are not limited to interactive wizards and checklist on the products and formal course materials. OSU provides personnel resources as instructors for onsite training to users at both CONUS and OCONUS locations. OSU is responsible for maintaining and transporting training equipment and material to CONUS and OCONUS locations for training. The extension period will be 1 July 2012 - 15 August 2012. Funding for this effort will be 3600 or other R&D funding as direct cited from an OSD MIPR. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION Statutory authority is 10 U. S. C. 230(c)(2), as implemented by FAR 6.302-2. Unusual and compelling urgency. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Currently the JMEMs effort is in source selection and upon award, it will be a 5 year effort. An aggressive timeline was constructed to determine the length of time required to conduct a full and open competition for the requirements of this extension at the estimated dollar threshold of $50M, and subsequently triggered a Multi-Functional Independent Review Team (MIRT) to impede the source selection processing timeline. The current contract will expire on 30 June 2012. Given the need date of 01 July 2012, conducting a competitive source selection for this effort would cause a minimum gap in performance of 45 days, included is the government's estimate of 60 days for phase-in. The 60 day phase-in is required to transition into a new contract, obtaining all of the resources, security clearances and transfer of classified information, and base-specific knowledge it takes to provide consistently smooth, quality service. JTCG/ME will not be able to sustain current projects without this extension of this contract. In this day of continuous and lengthy deployments of our military members, it is of the utmost importance to provide them with good, consistent uninterrupted service to protect their lives while in combat. Specific activities that will need to be postponed and cannot be completed and fielded if JMEMs contract were to lapse: JWS 2.1 was released the week of 12 December 2011. Since the release, operational users have identified areas requiring improvements and fixes. The fixes address urgent COCOM concerns when weaponeering against hardened targets. It is imperative that the government not allow a disruption in the current contract that will adversely affect the mission of the COCOMs. Over the next contract extension, the contractor will accomplish the following tasks: 1. Support the COCOM's concerns and resolve issues pertaining to JWS 2.1. The expert support from the contractor is crucial and must be accurate, effective and timely. 2. Complete the DIACAP documents in process for Approval to Operate (ATO) JWS 2.1, J-ACE 5.0 and J-ACE 5.1 on Joint Service systems throughout the DoD. 3. Provide JWS 2.1 instructor training to operational users. This training is a critical follow-on to the development of the tool. This training is essential in support of COCOMs in the AORs and to the warfighter. 4. Support Operational Users' Working Group meetings to identify and correct problems with the current version, generate new requirements to improve the next JWS release. 5. Complete JWS documentation needed in the development of the next JWS release. Extending this period of performance will avoid unacceptable delays in fixing problems identified with the release of JWS 2.1. JWS and J-ACE are JMEMs tools used by the warfighter throughout the DoD. The JMEMs tools are critical resources that must be continuously upgraded to support the COCOMS in the AORs. If the period of performance is not extended, the warfighter's capabilities are limited, risk to the warfighter is increased and the COCOM targeting cells will be negatively impacted.
