Description
Sources Sought Amendment: AG-3198-S-12-0036, SNAPQCS Support Services The responses to the original Sources Sought RFI notice were reviewed and assessed using criteria contained in the notice, which included an overall assessment of proposed solutions to meet the stated objectives and experience of respondents in supporting requirements similar in nature, scope and complexity to those envisioned for the re-compete of SNAPQCS. Based on responses received from the initial announcement, FNS determined that an acquisition strategy utilizing GSA Schedule 70 is best suited to support the SNAPQCS project. FNS will continue to receive responses to the Sources Sought RFI Notice until July 6 from qualified small businesses that possess a GSA Schedule 70 contract. As a result of the government's overall assessment, RFI respondents will receive formal notification of their viability or non-viability. FNS may release a draft RFQ to the pool of viable vendors to obtain questions from them that may help clarify the requirements; the Government may conduct due diligence with viable vendors to ensure the Statement of Objectives (SOO) meets Industry best practices and clarifies/addresses issues raised by the viable vendors to the extent possible in the final RFQ, when released. A final RFQ will be released to the pool of viable vendors; however, non-viable respondents are not precluded from responding to the resultant solicitation. This strategy is in compliance with FAR 8.405-2(c)(3)(iii)(B) "to provide the RFQ to as many schedule contractors as practicable, consistent with market research appropriate to the circumstances to reasonably ensure that quotes will be received from at least 3 contractors that can fulfill the requirements." This notice is for information purposes only, therefore, vendors are not required to respond and the government is not able to answer any vendor questions at this stage.
