Description
The US Army Contracting Command Aberdeen Proving Ground - Belvoir Division, on behalf of the US Army's Office of the Project Manager Mobile Electric Power (PM-MEP), is seeking sources to develop a portable, single-unit 120kBTU/H air conditioner that uses R-410A refrigerant. Potential sources must be capable of engineering, fabricating, and testing prototype units, and must be further capable of producing significant quantities (up to 1,500 units) during a follow-on production. The sources should be highly experienced in the area of specialty environmental control, knowledgeable in the area of R-410A refrigerant, and possess a proven track record of accomplishments and on-time delivery of specialty air conditioners/environmental control units. All responsible sources capable of developing a portable single-unit 120kBTU/H air conditioner that uses R-410A refrigerant are invited to submit a White Paper, not to exceed 10 pages, which should include photographs and descriptive literature of the product detailing the following performance characteristics: Operating Temperature Range for all modes of operation, Total Cooling and Sensible Capacities, Heating Capacity if applicable, Unit Weight and External Dimensions, Input Power Requirements, Maximum Power Consumption, Evaporator Airflow, Fresh-Air (Make-up) Airflow, and EMI Specifications. In addition a brief description of major components, unit maintainability, setup information to include how the unit interfaces the environmentally-controlled space, and a typical method of transporting the unit should be provided. The supporting literature must be in sufficient detail to enable the Government reviewer to determine if the vendor has the required product and production qualifications required for the effort. The White Paper should also include a brief description of the company, to include its small business status, and a list of military systems for which it is currently building, and/or has previously built, air conditioner/environmental control units. Also, the White Paper must include at a minimum: 1) a description of their system and validating information supporting the claims that the proposed system meets the system requirements, 2) technical specifications of their system, 3) estimated cost for a prototype system, 4) estimated schedule for delivery of the prototype systems. Papers shall also include/answer the following: 1.Point (s) of contact (email and phone numbers) for further Government inquiry should more information be desired, name and address of firm, and Central Contractor Registration CAGE Code. 2. A Statement as to whether or not your company is considered a small or large business. Please also indicate any socioeconomic classification 8(a), Woman-Owned, Small Disadvantaged Business (SDB) Veteran-Owned and Operated, Service-Disabled Veteran-Owned, Operated business, or HUB-Zone) that applies. The small business size standard is 750 employees for the North American Industry Classification System (NAICS) Code 333415. For more information, refer to http://www.sba.gov/content/table-small-business-size-standards. 3.If you identify your company as a Small Business or any of the SB subcategories as stipulated in Question # 2, then is your company interested in a prime contract for the 120,000 British Thermal Unit/Hour (BTU/H) Improved Environmental Control Unit (IECU)? 4.Under the current SB recertification regulations, do you anticipate your company remaining a small business, under primary NAICS Code 333415? If you are a SB answer questions 3a&3b. All others skip to Question #4. 3a. If your company is awarded the contract, will you be able to perform at least 50% (percent) of the work? 3b. If you are a small business, can you go without a payment for 90 days? 5.The Government understands that teaming is an intricate part of contracting. Please briefly describe how you would approach selecting team members for this requirement if you are not performing this action 100% in house? 6.Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort? 7. Does your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system? 8.If you are a small business, how do you select your partners and/or subcontractors? 9.Please explain your facility size to include any storage capabilities. This information will help the Government form its acquisition strategy and is NOT a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings from this survey. The Government will not reimburse interested sources or respondents to notice, or any follow-on notice, for any costs incurred in association with this announcement or for subsequent exchanges of information. Respondents will not be notified of the results of the evaluation of the information they provide. It is desirable that data be received with unlimited rights to the Government. However, if proprietary data is included with the information provided, it should be clearly marked as proprietary information and clearly separated from the unrestricted information as an addendum.
