Description

NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a purchase order to Lovelace Respiratory Research Institute, Albuquerque, NM. This Purchase Order will be a follow-on to experiments and analyses completed previously and is needed to obtain additional data on the aerosol size distribution measurement and the deposition efficiency of airborne carbon nanotubes (CNT) in a human respiratory tract replica. These data are needed for the development and evaluation of a biomathematical model to predict the dose of carbon nanotubes in the respiratory tract of workers. Dr. Yung-Sung Cheng at Lovelace, has already demonstrated experience in the experimental design and data generation needed and it will be of substantial savings to the Government to have Dr. Cheng continue this research. This procurement is supported by justification for other than full and open competition to the above referenced States under authority of 41 U.S.C. 253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with the specific state as the only source and a purchase order will be issued without any additional notices being posted.
