Description
This is a Pre-Solicitation notice (synopsis) for a full and open competition entitled 'Technical Support for the FHWA Highway Driving Simulator (HDS).' The U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), Office of Safety, Research and Development (HRDS) has a requirement for on-site technical support to operate, maintain, and as required, enhance the Highway Driving Simulator (HDS) in support of the human factors research for FHWA. The FHWA uses the HDS to conduct human factors research and to provide critical human factors support on special projects. The HDS is a fully interactive human factors research simulator. The human factors research program includes two major areas of research: 1) highway safety and 2) operations. Resulting research will provide knowledge, recommendations, assessment, assistance and coordination for overall highway safety and operations design, planning, projects, policies, programs, and technology for federal, state, and local governments. Under this planned procurement, the contractor shall conduct human factors research and provide critical human factors support on special projects by operating, maintaining, and as required, enhancing the HDS at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia.The RFP will be released and available electronically at http://www.fedbizopps.gov under Solicitation Number DTFH61-12-R-000045. Interested parties may register at the aforementioned site under the cited Solicitation Number to receive any relevant notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the RFP package. FHWA estimates release of a solicitation on or about July 30, 2012 with an estimated proposal due date of August 30, 2012. See RFP when released for actual proposal due date. FHWA estimates holding a pre-proposal conference and site visit at TFHRC in McLean, Virginia on August 9, 2012 to allow potential offerors to view the HDS. See RFP for final date of pre-proposal conference and site visit, as well as details to register to attend. The FHWA anticipates making one Cost-Plus Fixed-Fee contract award to perform the following technical work. Estimated period of performance is a base period of 24 months plus three 12-month option periods. This is a re-procurement of an existing requirement currently being performed under Contract No. DTFH61-07-C-00042 with AAI Corporation awarded in September 2007. Under this planned procurement, the contractor shall conduct human factors research and provide critical human factors support on special projects by operating, maintaining, and as required enhancing the HDS. Under this planned contract award, the Contractor shall perform the following tasks: Task A: Operate and Maintain HDS Hardware. Operate and maintain the existing equipment to include experiment preparation, testing and calibration. Task B: Develop and Maintain HDS Software. Develop and maintain software in support of HDS experiments and visualization activities. Task C: Obtain Maintenance Agreements for all Designated Equipment and Software. For each year of the contract, obtain a maintenance agreement with appropriate vendors to maintain selected HDS equipment and software. Task D: Incorporate and Test New or Modified Equipment and/or Software. Participate in HDS upgrades or system enhancements by designing, obtaining, integrating and testing new or modified hardware or software. Task E: Prepare HDS for Conducting Experiments, Visualizations, and Demonstrations. Promote a professional and cooperative work environment through interactions with the Human Factors Team and FHWA staff, their customers, and contractors responsible for the conduct of the studies in the HDS. Task F: Operate HDS during Experiments and Demonstrations. Among other things, this includes preparing for the experiment, operating the HDS during the experiment, data collection, and reviewing and formatting the data. Facilitate tours and demonstrations of the facility in conjunction with FHWA as required. Task G: Participate in HDS Upgrade Activities. As equipment ages or new research requirements cause/create the need to upgrade the HDS's capabilities, the Contractor shall participate and provide leadership in upgrade activities. Task H: Maintain an Operations and Maintenance Log. Maintain a weekly log of HDS activities using a spreadsheet format. Task I: Maintain and Revise HDS Documentation. The Contractor shall keep HDS documentation current and maintained at a level of detail to enable technically qualified persons to learn to operate the system well enough to conduct normal operations within a two-month period of time. Task J. Support and Facilitate HDS Demonstrations. As needed the contractor shall support and help facilitate tours and demonstrations of the facility and its use. Task K. Support Interoperability and Cross-training Activities. In order to realize maximum efficiency and effectiveness of the entire complex of simulation facilities, and to better meet human factors and FHWA goals, the contractor shall become familiar with and work on the various simulator platforms, and as needed support some activities that are outside the normal HDS activities and tasks. The NAICS code for this planned acquisition is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except biotechnology), size standard of 500 employees.
