Description
NASA LaRC intends to negotiate only with the National Institute of Aerospace Associates, Inc. (NIAA) for essential engineering, research, and development capabilities. Langley Research Center (LaRC) proposes to award a contract for leading-edge research in emerging fields, for education in science and engineering, and for dissemination (including promotion and outreach) of the results of the research and technology developed within the NIAA. The proposed contract is a follow-on to an existing contract between LaRC and the NIAA. Pursuant to Federal Acquisition Regulation (FAR)6.302-3,Industrial mobilization, engineering, developmental or research capability or expert services, and 6.302-1, Only One Responsible Source, NASA LaRC intends to purchase the above services from the NIAA. This contract will permit NASA to obtain for its own direct use or benefit services that are available because of the capabilities that the Agency has established under an existing cooperative agreement with the NIAA. The attached Justification for Other than Full and Open Competition details LaRCs rationale. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 16, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
