- CONTINUATION PAGE 8. DESCRIPTION OF AMENDMENT (Continued): The purpose of this amendment is to perform the following: A.Provide answers to technical questions that were submitted in response to the solicitation. The questions and corresponding answers are as follows: 1.QUESTION: Is there an incumbent? If yes, please provide their name. ANSWER: No, there is no incumbent for this solicitation. 2.QUESTION: Does the term day refer to a calendar day or business day? ANSWER: All instances and references to the term "day" in the solicitation are to mean "CALENDAR DAY". 3.QUESTION: Can the VA please clarify Scope Work Item 4? It is our understanding that ANSI does not accredit organizations. ANSWER: The American National Standards Institute maintains a list of standardizations bodies that develop, maintain and withdraw American National Standards. This list is available at the ANSI website (ansi.org) or by clicking here. This requirement is consistent with standard Government practices and Department of Energy guidelines. This accreditation is a technical evaluation factor (Please reference RFQ section E.7: Evaluation Criteria). 4.QUESTION: The SOW states that the successful bidder must have received a Standards Development Accreditation by ANSI. If a company is ANSI "certified", would that meet the evaluation criteria? ANSWER: Yes 5.QUESTION: Please verify that after receiving training a VAMC representative will conduct the initial assessment and the contractor shall verify the accuracy of this assessment? ANSWER: This is correct. 6.QUESTION: Will all the initial assessments be completed within 28 days after receiving training? ANSWER: Yes 7.QUESTION: How long after the initial assessment must the contractor conduct the on-site evaluation? ANSWER: Contractor can perform on-site evaluation right after initial assessment completed. However, site visit should be coordinated with the POC at the facility. 8.QUESTION: The Guiding Principles are guidelines and not a pass/fail compliance standard. How do you propose these Principles be used to rate 100% compliance for your facilities? Is there a VA tool or will it be up to the consultant's opinion? Will you disagree with that professional opinion? ANSWER: The Guiding Principles are not "Guidelines". Federal agencies had to select 15% of their buildings and make those sustainable in compliance with all the Guiding Principles. The assessment tool is to be developed by the contractor (Reference RFQ Appendix A: Scope of Work). 9.QUESTION: Will there be site visits required? Is so how many and for how long? ANSWER: The same type of field verifications for Guiding Principles certification are required with LEED or Green Globes. Thus, the number of people and number of days would depend on capabilities of contractor staff. 10.QUESTION: How will the sites be broken down? The GP are by building but the VA has this broken down by VISN. How many separate evaluations are required? ANSWER: The GP certifications are for buildings. Evaluations will be done by buildings. 11.QUESTION: How extensive are these evaluations? Are you requesting a summary of the site to outline how you got to the rating? Are you going to need support for conclusions? Are you going to want recommendations for improvements to meet GP? What about cost estimates? Drawings? Specifications? Narratives? Savings? ANSWER: The same type of field verifications are required with LEED or Green Globes. Like LEED and Green Globes reports, contractors should verify VA's documents and conditions, provide reports and ratings, and provide recommendations for improvements to meet all GPs. VA is not asking cost estimates, drawings, specifications, narratives or savings. 12.QUESTION: The scope of work states that approximately 100 buildings at VA Facilities nationwide require certification for this contract. What are the details for each building (location, square footage, special circumstances) that requires certification? ANSWER: VA will provide the details of the buildings to be certified after the close of the solicitation. Please, assume all the buildings are between 5,000 to 100,000 square feet. Travel will be paid separately. Assume all the buildings are healthcare buildings. 13.QUESTION: Is a firm fixed-price required for this response? Please identify the evaluation factors - I do not see that terminology in the attachments. Lastly, are you requiring an SF330 as part of this response? ANSWER: Yes, a Firm-Fixed Price is required (See RFQ E.1: Type of Contract). The Evaluation Factors can be found in RFQ Section E.7: Evaluation Criteria. An SF330 will not be required with quotes. B.Extend the receipt date for proposals from 07-02-2012 @ 3:00 PM (EDT) to 07-06-2012 @ 3:00 PM (EDT). ALL OTHER SOLICITATION TERMS AND CONDITIONS REMAIN THE SAME
