- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION IS NOT CURRENTLY AVAILABLE. RESPONSE DATE: July 13, 2012 NAICS: 561320, $13.5 M size standard POINT OF CONTACT: Amy L. Starks Responses are due NO Later than 4:00 p.m. central standard time July 13, 2012. This Sources Sought Notice /Request for Information is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests comments concerning its proposed plan to contract for logistics support services. The government will consider all comments and plans to issue a formal solicitation in July/August of 2012. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity for the respective requirement. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to obtain industry comment on a proposed draft Request for Proposals. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Comments are to be sent either via email to amy.l.starks@usace.army.mil or submitted in hard copy to U.S. Army Corps of Engineers, ATTN: Amy Starks, 167 N. Main Street B-202, Memphis, TN 38103 no later than 4:00 p.m. central standard time July 13, 2012. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED. Description: The U.S. Army Corps of Engineers, Pittsburgh Equipment Repair Station and Warehouse are located at 3500 Grand Ave Neville Island, PA. The District requires supply, labor, and forklift services to facilitate its Stock Record Account property and supply mission. Minimum hours of work will be 8 hours/day (7 am - 3:30 pm) for 40 hour. Start/stop times may be adjusted by Government. Work performed in support of normal operations will be conducted during the normal work day with an occasional requirement for weekend and/or holiday work. Contractor may be required to work during contingency operations. This work can include taking inventory of goods and materials; performing basic warehousing functions such as receipt, storage and issue; positioning goods and materials within a defined staging area; performing local deliveries; generating simple inventory issue, storage and receipt reports. Employee(s) will perform all property disposal, receipt, storage and issue for supplies and equipment in areas assigned. Provide service deliverables to one or more locations within the Pittsburg area of operation. Must be able to lift items up to 75 lbs. and move and handle heavier items with the use of a hand truck, pallet jack or dolly or operate a forklift up to 10,000 lbs. Perform inventory and processing of incoming and outgoing property including checking invoice against received property and report discrepancies to the government. Create packing lists and simple documentation for outgoing property. Process various supply accountability transactions in an automated information system (computer database). Individual must have possession of valid Pennsylvania Drivers License. Must be able to use computers (email and other software). Historically, the government has fulfilled this requirement with two (2) full-time contract employees. Questions will not be answered at this time. The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. At a minimum, the following information shall be provided: 1.Company Name; 2.Company Mailing Address; 3.Point(s) of Contact including telephone number(s) & email address(es); 4.Socio-Economic Factors (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 561320. In addition, the Government requests 5. Pricing for one (1) year and any additional information and/or comments. This is not a request for proposals. Responses will be shared with government personnel, but otherwise will be held in strict confidence. Offerors submitting comments may also request to discuss their comments directly with the government. The Government reserves the right to proceed with solicitation without discussions. The responses to this SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) are to be forwarded to: amy.l.starks@usace.army.mil or to U.S. Army Corps of Engineers, Memphis District, Attn: Amy Starks, 167 N.
