Description
The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is soliciting contractors for the construction of an 84,000 square feet Administration Building and Education Center Addition, Phase V, Project 593-202I, in accordance with project drawings and specifications. The place of performance is the VA Southern Nevada Healthcare System Medical Center, 6900 North Pecos Road, North Las Vegas, NV. This procurement provides for all construction services including labor, materials, supplies, transportation, supervision and equipment necessary for the construction of the Administration Building and Education Center Addition. Site preparation, landscaping and minor road realignment shall be included. Work shall include structural steel erection, general construction (all building exterior and interior work), surface parking, walks, grading, drainage, mechanical and electrical work, utility systems, fire alarm and fire sprinkler systems, telephone/data infrastructure, security/alarm systems, elevators, landscaping. A utility tunnel is required from the southwest corner of the existing VA Southern Nevada Healthcare System Medical Center to the Administration Building and Education Center. In addition to the Administration Building, the existing Energy Center (Central Utility Plant) shall be expanded for the installation of a chiller, cooling tower and an emergency generator. The existing Energy Center (Central Utility Plant) building and yard shall be expanded to accommodate the new chiller and cooling tower. The generator shall fit into the existing Energy Center (Central Utility Plant) generator room. The estimated cost range for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) is 236220. The Small Business Size Standard is $33.5 Million. Solicitation documents will be posted at www.fbo.gov on or about July 17, 2012. In order to obtain the documents, download all solicitation plans and specifications documents at www.fbo.gov. Offerors must have a DUNS number and be registered in the Central Contractor Registration (CCR) database at http://ccr.gov to download documents. By registering for the Register to Receive Notification list at www.fbo.gov, the Offerors will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check www.fbo.gov for all amendments BEFORE you deliver/send your proposal to the designated person, place, date and time. A Pre-proposal Conference and small business workshop are scheduled for August 8, 2012 at 10:00 AM local time at the VA Southern Nevada Healthcare System is located at 6900 N. Pecos Rd., at the New Medical Center (Building 1), Room 1C166 (Auditorium), North Las Vegas, NV 89036. All prospective bidders, consultants, subcontractors, equipment and material suppliers, are invited. Note: Check www.fbo.gov for updates/changes on the Pre-proposal Conference, if any. A Project Labor Agreement (PLA) does not apply to this project. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide a Bid Bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. The contract will be awarded subject to availability of funds. Offerors are advised that award may be made without discussion.
