- ***Revised presolicitation notice, be sure to check the entire notice, some of the significant changes are highlighted.*** This is a notice that Headquarters Air Force Special Operations Command (HQ AFSOC) at Hurlburt Field, FL anticipates releasing a Request for Proposal (RFP) under Solicitation Number FA0021-12-R-0010, with a RFP release date anticipated on or about 23 July 2012. This contract will have a ten (10) and a half month base period of performance. The contract is scheduled to commence on Sep 23, 2012, through Aug 8, 2013. There will be a base period of ten (10) and a half months and 4 one year Option periods, with each option period having a twelve (12) month period of performance. The proposed contract action is for commercial items prepared in accordance with Subpart 12 and is for services which the Government intends to solicit as Lowest Price Technically Acceptable (LPTA) under authority of FAR 15.101-2. Interested firms shall not send proposals in response to this Notice. A solicitation will not be issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government to a particular acquisition approach. A formal solicitation may be executed and posted separately on Federal Business Opportunities website (www.fbo.gov) at a future date. The Government will conduct any source selection in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315. In accordance with DFARS Part 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award. Register at http://www.ccr.gov, or call 1.888.CCR.2423. Any future information on this acquisition (statement of work, specifications, solicitation, etc) will be posted on www.fbo.gov. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. SCOPE: HQ Air Force Special Operations Command (AFSOC) requires global Yonder "Office in the Sky" or equal network connections and associated services. These services enable AFSOC aircraft and other platforms, equipped with ViaSat's ArcLight 1 and 2 mobile satellite communication airborne high-speed internet systems, transport to connect to commercial internet, military classified (SIPRNet), and military unclassified networks (NIPRNet) to perform mission information exchanges. ViaSat's ArcLight 1 and 2 mobile satellite communication system including the ArcLight Terminal / Modem is designed to operate with the Yonder® Mobile Broadband Service with connection to a Ku Spread Spectrum (KuSS) network. During the basic period of performance, the contractor shall provide a dedicated data rate with a minimum of three KuSS Yonder "Office in the Sky" or equal connections and associated network services at maximum architecture bandwidth. During the option periods of performance, the contractor shall provide a dedicated data rate with a minimum of one KuSS Yonder "Office in the Sky" or equal connection and associated network services at maximum architecture bandwidth. This rate shall be set as 1 mbps minimum usable bandwidth per connection as measured at the first Hurlburt or Cannon KuSS gateway hardware device. The contractor shall provide options to increase the number of simultaneous KuSS Yonder "Office in the Sky" or equal connections in increments of one. The minimum requirement is three connections and maximum connections will be nine. The contractor shall provide CENTCOM theater specific KuSS connections and network services based upon existing and predicted theater coverage areas. This includes providing specific connection settings and a distribution architecture, without any equipment modifications and/or equipment changes aboard any aircraft. Connections shall enable AFSOC aircraft and other platforms, equipped with ViaSat's ArcLight 1 and 2 mobile satellite communication system, the ability to connect to the commercial internet, and the AFSOF NIPRNet and SIPRNet gateways located at Hurlburt Field, FL and an alternate gateway at Cannon AFB, NM. The contractor shall provide a dedicated data rate with a minimum of one KuSS Yonder "Office in the Sky" or equal connection and associated network services for CENTCOM theater operations. This rate shall be set as 1 mbps minimum usable bandwidth per connection as measured at the first Hurlburt or Cannon KuSS gateway hardware device. The satellite look angle requirement is equal to or greater than 40 degrees in the CENTCOM theater. The network connection and associated information exchanges will be networked and routed out of theater to a commercial internet entry point. At this point, the internet protocol (IP) encapsulated information streams will be forwarded to either AFSOF controlled commercial internet services, or the AFSOF military NIPRNet and SIPRNet gateway. The contractor shall provide options to increase the number of simultaneous CENTCOM KuSS Yonder "Office in the Sky" or equal connections in increments of one, to a maximum of six total connections. The contractor shall provide 24/7 technical and engineering support for all KuSS connections, network transport, and distribution architecture up until the information exchanges connecting to the AFSOF controlled commercial internet services, or NIPRNet and SIPRNet gateways. The contractor shall provide immediate notification to AFSOC CSF/SCP of any degraded network conditions or outages, and report expected time until return of full service. The contractor shall provide a monthly report which outlines monthly data rate usage for all connections. It should include data use per connection and identify any throttling or choke points in the network transport along the transport network to the AFSOF controlled commercial internet, and NIPRNet and SIPRNet gateway.
