- Machine Site Preparation Services. The Colville National Forest requires services for mechanical slash treatment and fuel reduction on the Three Rivers Ranger District. Location of the work is in Steven County, Washington (located in the NE portion of Washington State). Work will vary in locations throughout the District. The Three Rivers Ranger District units are estimated to be located North of Colville in the Big Meadow Lake area. Driving directions include: South Deep units 1, 7 and 9: East from Colville on the Aladdin Highway (C-9435) go approx. 18 miles to the Rocky Creek 7018/7020 road (C-4699, 7018/7020 ). Travel approximately 7 miles to the FS road 7018290. The South Deep units are along this road. Huck 26: East from Colville on the Aladdin Highway (C-9435) go approx. 19 miles to the Meadow Creek (C-4702). Go approx. 3 miles to C-4703. C-4703 is 0.5 miles long and becomes Forest road 1700200. Travel approx. 1.6 miles to Forest Road 1700202. Huck unit 26 is at the end of the road. Huck 44: East from Colville on the Aladdin Highway (C-9435) go approx. 19 miles to the Meadow Creek (C-4702). Travel approx. 4.9 miles to Forest road 1700255. Drive approx. 0.8 miles to Forest road 1700260. Access to the unit is off a logging road approx. 0.23 miles up Forest road 1700260. Huck 25: East from Colville on the Aladdin Highway (C-9435) go approx. 19 miles to the Meadow Creek (C-4702). Travel approx. 5.4 miles to Forest road 7018200. Drive approx. 1 mile to gated Forest road 7018350. Unit is approx. 3.4 miles from gate. Huck units 1 and 5: East from Colville on the Aladdin Highway (C-9435) go approx. 19 miles to the Meadow Creek (C-4702). Travel approx. 5.4 miles to Forest road 7018200. Travel approx. 1.9 miles to Huck 5 and 2.3 miles to Huck unit 1. Note Huck unit 5 is a triangular pie shaped unit. The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, supplies and incidentals necessary to perform the work in accordance with the specifications and provisions of the contract. The equipment shall meet the following specifications: be a track mounted excavator; ground pressure maximum 7 psi; climbing ability up to 45% slope; pivot attachment arm shall be able to swing 360 degrees while the tracks remain stationary; reach attachment arm shall have a minimum reach of 22 feet; and the machine shall have the capability of picking up wood debris from 1 inches to 15inches in diameter while at the same time allowing all loose soil, litter and duff to fall frees so that it is not put into the pile. The machine shall be equipped with a grapple or claw rake and thumb. No bucket and thumb will be allowed. The Government is currently estimating a base item of approximately 120 acres and an Option Item of approximately 146 acres for a total of 266 acres on the Three Rivers Ranger District. The Contractor will required to complete approximately 3.5 acres per day. Work in the field is estimated to begin August 15, 2012. This project will be advertised as a written request for quotations and will be solicited under the Simplified Acquisition Procedures (SAP) and Acquisition of Commercial Item rules. Estimated issue date of the solicitation is on or about July 2, 2012. The solicitation will be posted electronically at this (FedBizOpps) site when it issues. The actual due date will be listed in the solicitation. The project is a 100 percent set-aside for a small business concerns. The NAICS code is 115310 and Size Standard is $7 million. All responsible sources may submit a quote which will be considered. An electronic copy of the solicitation will be posted at the site on the issue date.
