Description
The U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) has released the final Request for Proposal (RFP) entitled "NNSA Pantex/Y-12 National Security Complex and DOE Oak Ridge Office Consolidated Protective Force Services." DOE/NNSA is seeking the award of two contracts, under full and open competition, to a single contractor to procure security protective force services for the NNSA Pantex Plant/Y-12 National Security Complex and Central Training Facility and DOE Oak Ridge Offices. A cost plus award fee, completion type contract is contemplated. Each contract shall be for a five year period; a three-year base and one two-year option period. The NNSA requires a single contractor to perform protective force security services for the NNSA Production Office at the Pantex Plant and Y-12 National Security Complex and the Oak Ridge Central Training Facility, collectively referred to as Pantex/Y-12. The same contractor is further required to provide protective force security services under a separate contract to the Department of Energy Oak Ridge (DOE-OR) facilities. The mission of the protective force Contractor is to provide a secure environment protecting critical national security assets through the conduct of paramilitary security operations at Pantex/Y-12 and DOE-OR facilities 24 hours per day, 7 days per week. As a result of this requirement, the NNSA issued a Request for Information on December 6, 2011, with no amendments. A draft RFP was published on April 18, 2012, with no amendments. Both announcements were released on FedBizOpps and the acquisition webpage under solicitation number DE-SOL-0003552 and project title "NNSA Pantex/Y-12 National Security Complex and DOE Oak Ridge Office Consolidated Protective Force Services." All documentation related to these announcements can be found on the acquisition webpage. The final RFP is posted on FedConnect ( www.fedconnect.net), under Solicitation No. DE-SOL-0003552 and on the acquisition webpage (http://www.doeal.gov/PYCPS/default.aspx). Paper copies of the final RFP will not be provided. Offerors are advised to visit the acquisition website to view draft RFP Information, Question and Answers and other pertinent information that has been posted to assist Offerors in preparing their proposal. Interested Offerors are highly encouraged to continue to monitor FedBizOpps, FedConnect and register at the acquisition webpage to receive future notifications. NNSA intends to continue to use this webpage to disseminate any pertinent information related to this requirement throughout the entire acquisition process. Proposals will be due by 12:00 pm ET on August 10, 2012 in accordance with the instructions provided in provision NNS-L-1000. Offerors are requested to inform the Government if they plan to submit a proposal in accordance with the instructions in provision NNS-L-1017. All RFP questions shall be received via email and through FedConnect from Offerors no later than 3:00 ET, 10 calendar days before the established due date as instructed in provision DOE-L-1001. Offerors are reminded that the acquisition may experience further delays or be revised or cancelled at any time during the solicitation or final award process, and is subject to the availability of funds. Offerors are reminded of the requirement to acknowledge all amendments (if any) in hard copy on the Standard Form 33 and electronically through FedConnect. The Contracting Officer, Catherine L.
