- ***This is a modification of the previous notice, the purpose of this modification is to change the response date from 2 July 2012 5:00 p.m. Central European Time, to 5 July 2012 5:00 p.m. Central European Time.*** INFORMATION TO OFFERORS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W564KV-12-R-0040 and the solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-52. The associated North American Industrial Classification System (NAICS) code for this procurement is 423390. This requirement is unrestricted and only qualified offerors may submit bids. The contract shall have a firm-fixed-price contract line item number (CLIN). The requirement of this combined synopsis/solicitation is for the delivery of building material to Ubdina, Croatia. The delivery date of the material shall be 10 days after dated contract. For example if the contract award is signed on 3 July 2012 delivery shall be no later than 13 July 2012. This acquisition is being procured on a full and open competition basis using Federal Acquisition Regulation Part 12. The anticipated award date is 10 July 2012. Specific requirement details are included. Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding a contract resulting from this combined synopsis/solicitation to the responsible offeror whose proposal conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3 ALT I, Offeror Representations and Certifications- Commercial Items. If prospective contractors complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ a copy of the first page of the contractor's ORCA (Online Representations and Certifications) at https://orca.bpn.gov/ may replace the requirement for completion of FAR 52.212-3. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. Only contractors who are registered and have an active account in the Central Contractor Registration (CCR) may be awarded a contract as a result of the solicitation, and all invoices and payments will be made using the WAWF system.
