- Revised Attachment 1, Bid Schedule Attachment 5 to Amendment 1 Amendment 1, Site Visit Minutes The 28th Bomb Wing, 28th Contracting Squadron (28th CONS), Ellsworth Air Force Base (EAFB) is issuing an Invitation for Bid (IFB) for a Base Wide Pavement Contract. This will be a single award, firm-fixed price, indefinite delivery, indefinite quantity contract, which includes providing all materials, labor, tools, equipment, transportation, necessary to provide base wide paving repair, replacement, and minor construction of pavements including base roads, housing area streets, parking lots, and airfield pavements. All work shall be accomplished in accordance with contract documents and most recent Federal and state regulations. The North American Industry Classification System (NAICS) code is 238910 and Highway, Street, and Bridge Construction will apply to this acquisition for prevailing wage considerations. The size standard for this NAICS code is $14,000,000. The specific description of work will be identified in each individual delivery order. Performance and payment bonds will be required per individual delivery order in accordance with Federal Acquisition Regulation Part 28. Scope includes work at Ellsworth Air Force Base, South Dakota. The magnitude of the contract is between $1,000,000 to $5,000,000. The period of performance is for a twelve (12) month base period and four twelve (12) month option periods. Individual delivery orders are estimated to be between $2,000 and $150,000 and will vary in size and complexity. All work shall be in strict compliance with the specification of the contract and the specifications for each individual delivery order. This is being solicited as a total Small Business set aside. The successful offeror will be selected using Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14. Paper copies will not be available. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xlsx), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The government intends to hold a site visit for the initial project and is identified in the solicitation. NOTE: All prospective contractors must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number form Dun and Bradstreet. Registration may take up to three week to process. Recommend registering immediately in order to be eligible for award. Effective 1 January 2005 the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to http://www.bpn.gov/ to add or update ORCA records.
