- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of business capable of performing the type of work described herein. The intent of the announcement is to identify all small business sources that are qualified of furnishing The National Marine Fisheries Service Pacific Islands Fisheries Science Center, Honolulu, Hawaii with the following: NOAA Pacific Islands Fisheries Science Center is engaged in the collection of ocean acidification (OA) baseline data and the establishment of an effort to monitor the effects and impacts of OA and other climate-related changes on the coral reef ecosystems of Timor-Leste. NOAA is seeking information from interested contractors with capabilities to provide field and logistical support of scientific diving operations and marine surveys in the near-shore waters of Timor-Leste. The contractor shall be able to provide a suitable vessel with live-aboard accommodations, SCUBA diving support for four scientists, and sufficient endurance to conduct operations along the remote south shore. The vessel shall be able to accommodate scientific dive gear not to exceed 40kg per person, basic personal effects not to exceed 25kg per person, and 600kg of operational gear. The contractor shall be capable of supporting a nine day live-aboard operation targeting the following six survey sites: Suai, Betano and Beaco on the south coast of Timor-Leste, a site around Tutuala or Jaco Island in Nino Konis Santana National Park, and sites near Ilimano and Baucau on the north coast of Timor-Leste. The contractor shall also be capable of supporting three day-trips from Dili to include visits to sites at Atauro Island, Batugade, and around Dili. The day-trips do not require a live-aboard vessel. The 9-day live-aboard operation and the 3 day-trips shall span a 13 day period, with one day off the water between the live-aboard operation and the day trips. Operations are anticipated to occur between 15SEP2012 and 15NOV2012. The overall mission will originate and end in the city of Dili. The North American Industry Classification Code (NAICS) is 483211 with a size standard of 500 employees. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by July 13, 2012. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, CCR, Cage Number, business type and size, and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
