- The Department of Veterans Affairs Palo Alto Health Care System (VAPAHCS) is seeking artists to provide art design, construction and installation services for the entry plaza and lobby of the Palo Alto Division Aquatic Center. The Aquatic Center is currently under construction and is scheduled for completion in August 2012. The Aquatic Center is located on the grounds of VA Palo Alto Health Care System's Palo Alto Division at 3801 Miranda Ave, Palo Alto CA 94304. The commission will be to create artwork for the interior of the lobby as well as a corresponding piece for the entry plaza and front of building. The art created for the building should be considerate of the fact that it is located in a facility that will be used by patients and staff for both recreation and therapy, should integrate well with the architecture of the building, and should reflect the spirit of the VA. The artist will work with the A/E firm that designed the Aquatic Center to ensure that the art integrates well with the architecture of the building. The contract work requires multi disciplines. Artist will be evaluated based on the criteria set in FAR52.212-2 below. All submittals shall be submitted under the procedure outlined in FAR 52.212-1. At this point, we are on Step One. All artists who wish to participate shall submit their qualification and portfolio as requested per FAR52.212-1 and 52.212-2 no later than July 18, 2012 at 10:00AM PST. Artist submission received after the deadline will not be considered for this project and may result in rejection or elimination and will not be considered for award; therefore, each submission should reflect the artist best terms. Questions regarding the solicitation and project shall be directed, in writing, to the Contract Specialist; Ms. Helena Zhao via E-mail to Helena.zhao@va.gov no later than July 13, 2012 at 10:00AM PST. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA261-12-R-1167). This solicitation is 100% small business set aside. 52.212-1 Instructions to Offerors This will be a two-step process. The intent is to use fair, timely, and cost-effective procedures for the solicitation, evaluation and selection of the Offeror most advantageous to the Government. The purpose for utilizing a two-step RFP process is to allow Offerors to respond to the first step in a timely and cost effective manner and to allow the Government to down-select expeditiously to no more than five artists to proceed to Step Two. Step Two will require a more comprehensive response by the Offerors than was submitted in Step One. The submittals are to be separated into two distinct submittals (two-step process). It should be clearly understood that until an Offeror is notified that it has been selected to proceed to Step Two, there is no reason to prepare the Step Two submittal. The five artists who make the short list will be given a stipend of $5,000 each to put together a proposal for an art work or works. In addition, short listed artists will be contacted and invited to a site visit to learn about agency missions and to develop an understanding of the site's geography, history and identity. A detailed Statement of Work and art budget range will be given to the short listed artists. 1. One electronic copy to Helena.zhao@va.gov 10 pages 2. Submittal Requirement (Step Two) - Short Listed artists only VOLUME IDESCRIPTIONNUMBER OF SUBMITTALS a. Preliminary concept that demonstrates the artistic expression of the work. b. The artist's brief written statement of an overall approach to the VA project. c. A list of references (such as public art administrators or museum curators) that can be contacted to verify the artist's past performance on completed projects. d. A list of sales figures and/or commission budgets for the artist's completed projects. e. An explanation of how the artist's experience prepares him or her to accomplish the project. f. A cost estimate for the project. One electronic copy to Helena.zhao@va.gov 52.212-2 Evaluation Step One Artists will be evaluated based on the following criteria: media, materials, content, and aesthetic appeal of the artist's past work. The Technical Evaluation Board (TEB) will count the combined weight of all the selection criteria as significantly more important than price. 1) Media: This criterion considers the extent of the artist's past work in any of the artistic media determined by the TEB to be appropriate for this commission. These are broad, overarching categories that include but are not limited to: sculpture, painting, architectural media (e.g., windows, floors, and ceilings), electronic media, landscape media, and graphics. The standard for evaluation is met when the artist has worked successfully in those media considered acceptable by the TEB. 2) Materials: This criterion considers the extent of the artist's past work in the materials determined by the TEB to be appropriate for this commission. Materials may include, but are not limited to: cast metals, stone, glass, mosaics, neon, LEDs, or any other durable and non-toxic material. The standard for evaluation is met when the artist has demonstrated proficiency in the use of durable materials from among those determined by the Board to be suitable for the project. 3) Content: This criterion considers the subject matter, meaning, range, and focus of the artist's work. The standard for evaluation is met when the TEB determines the content of the artist's past work is applicable to the project. 4) Aesthetic Appeal: This criterion considers the stylistic or aesthetic skill demonstrated by the artist's past work. Style encompasses the formal qualities of the artist's work, such as the use of color, shape, scale, volume, texture, composition, and other visual elements. The standard for evaluation is met when the artist has produced a body of work that is determined by the TEB to be aesthetically well-suited for the architectural design, function, or location of the building project and its site. The TEB will not prescribe any one acceptable artistic style for the project, such as "abstract" or "representational." Rather, this criterion evaluates the skill with which the artist composes the stylistic elements within his or her own body of work Step Two Artists will be evaluated based on the following criteria: durability/projected longevity, scope, appropriateness to healing environment, appropriateness to site specific conditions, aesthetic appeal, within budget range, artist's past performance and experience with commissions or projects similar to the one described in this synopsis. The Technical Evaluation Board (TEB) will count the combined weight of all the selection criteria as significantly more important than price. 1) Durability/Projected Longevity: This criterion considers the projected durability and lifespan of the proposed work. The standard for evaluation is met when the TEB determines the artist's proposal will have a life span equal to or longer than the lifespan of the building that the work will be sited at. 2) Scope: This criterion considers the recognition of an artist's work by art institutions as documented by the artist's history of exhibitions, commissions, honors, awards, and public collections that hold the artist's work. The standard for evaluation is met when the artist's history is of the scope that is suitable for the project. 3) Appropriateness to Healing Environment: This criterion considers the appropriateness of the proposal for placement in a mental health facility for veterans. The standard for evaluation is met when the TEB determines that the aesthetics, functionality, and safety of the proposal are appropriate for placement in a mental health facility for veterans. 4) Appropriateness to Site Specific Conditions: This criterion considers the relation of the proposal to the architecture of the building(s) and landscape surrounding the work. The standard for evaluation is met when the TEB determines that the architecture of the building(s) and surrounding landscape would be enhanced by the proposal. 5) Aesthetic Appeal: This criterion considers the stylistic or aesthetic skill demonstrated by the artist's proposal. Style encompasses the formal qualities of the artist's work, such as the use of color, shape, scale, volume, texture, composition, and other visual elements. The standard for evaluation is met when the artist's proposal is determined by the TEB to be aesthetically well-suited for the architectural design, function, or location of the building project and its site. 6) Within Budget Range: The criterion considers the estimated cost of the proposed work. The standard for evaluation is met when the proposal is within the project budget range. 7) Past Performance: This criterion considers the relevant information regarding an artist's performance under previous contracts or agreements. The standard for evaluation is met when the artist's record demonstrates the ability to complete the project requirements, application of standards of good workmanship, adherence to schedules and budgets, and reasonable and cooperative behavior. 8) Experience: This criterion considers the extent of an artist's past experience with similar commissions or projects, based upon the scale, complexity, predictability, budget, and range of production over time. The standard for evaluation is met when the artist's record demonstrates the ability to take into account the nature, use, design, and constraints of the site in order to create a unique and engaging artwork.
