- Description
- The National Park Service has a requirement to perform MALUS-BEAUREGARD HOUSE SUBSTRATE REPAIRS AND EXTERIOR AND INTERIOR PAINTING of a 2-story antebellum home (2,622 square feet building) located on Chalmette Battlefield grounds near the Mississippi River at the site of the Battle of New Orleans in 18141815. The intent of this proposed contract is to correct all deficiencies through repairs to various substrates and thoroughly clean all surfaces before a new comprehensive painting campaign is applied to correct existing paint deficiencies to provide a quality long-term (12 15 years) protective finish to the interior and exterior features of this historic home own by the National Park Service (NPS). The Contractor shall furnish all supervision, labor, materials, experts, and equipment necessary to accomplish all repairs to the substrates as part of preparation of the surfaces for painting and application of the appropriate finishes to the historic Malus-Beauregard House. The Contractor shall have use of the premises to accomplish all project work during the hours of 7:00AM and 3:30PM Monday through Friday. The Period of Performance is 90 calendar days from Notice To Proceed. The estimated price range is between $25,000 and $100,000. The NPS anticipates to award a single, firm-fixed price contract on or about August 20, 2012. DESCRIPTION: The principal work of this project consists of Seven (7) bid items: 1. ROOF CHIMNEY AND DORMERS (201 SF); 2. EXTERIOR COLUMNS, STUCCO WALLS, GRILLS, AND LANTERNS (7,896 SF); 3. CEILINGS, ENTABLATURE, CORNICE, OVERHANG (3.618 SF) 4. STAIRS, GALLERY DECKING, AND BALUSTRADE (2,201 SF) 5. EXTERIOR SHUTTERS, DOORS, AND WINDOWS (2,317 SF) 6. 1st FLOOR INTERIOR WALLS, CEILINGS, FIREPLACE, DOORS & WINDOWS, TRIM (2,913 SF) 7. 2nd FLOOR INTERIOR WALLS, CEILINGS, DOORS & WINDOWS, TRIM (708 SF) SET-ASIDE: This proposed acquisition is set-aside 100% for competition restricted to service-disabled veteran-owned small business concerns (SDVOSB). Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. The applicable North American Industry Classification System (NAICS) code: 238320 Painting and Wall Covering Contractors with a small business size standard: $14.0 million dollars (annual recepts; three-year average). CONTRACTING METHODS AND CONTRACT TYPES: This acquisition will be conducted pursuant to the policies and procedures in FAR Part 13, Simplified Acquisition Procedures and FAR Part 36Construction Contracts. Quotations or offers shall be evaluated on the basis established in the solicitation. All quotations or offers timely received from eligible sources shall be considered. AVAILABILITY OF THE SOLICITATION: On or about July 18, 2012, the complete solicitation package will be made available via the Internet at http://www.fedbizopps.gov. and the Interior Department Electronic Acquisition System (IDEAS) Electronic Commerce (EC) web site http://ideasec.nbc.gov. Availability of the solicitation will be limited to the electronic medium. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED. EXAMINATION OF SITE CONDITIONS: Prospective vendors are expected and strongly urged to inspect the site to satisfy itself regarding general and local conditions that may affect the cost of contract performance. Contractor should note that the square footage of surface areas to be repainted are estimated and field verification is recommended. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Any prospective bidder desiring an explanation or interpretation of the solicitation documents shall request in writing soon enough to allow a reply to reach all prospective bidders before the submission of bids. Oral explanations or instructions given before the award of a contract will not be binding. Any information given a prospective bidder concerning a solicitation will be furnished promptly to all other prospective bidders as an amendment to the solicitation, if that information is necessary in submitting bids or if the lack of it would be prejudicial to other prospective bidders.
