Description
The Army Contracting Command- New Jersey on behalf of the of US Army operations worldwide, the Munitions Engineering Technology Center at the US Army Armament, Research, Development and Engineering Center (ARDEC) at Picatinny Arsenal develops grenade and demolition devices to provide US forces with improved capabilities. These improved capabilities depend in part upon the application of commercial off the shelf batteries and energy harvesting systems. It is imperative that ARDEC have access to these commercial technologies to deliver higher quality and more reliable end items to the user. The contractor shall provide commercial off the shelf solid state batteries, energy harvesting systems, and radiation hardened devices and testing services as requested. This is a Sources Sought/Market Survey Announcement and submissions will be used for informational and planning purposes only. This announcement is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish Blanket Purchase Agreements (BPAs) with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be considered. The work performed under any resulting BPA will be located at either Picatinny Arsenal, NJ, Benet Laboratories at Watervliet NY, or ACC-New Jersey at Ft. Dix, NJ. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status. Please visit the CCR website to register and update at https://www.bpn.gov/ccr/default.aspx. Whether applying for assistance awards, contracts, or other business opportunities, all entities are considered "registrants". Registration in no way guarantees that a contract or assistance award will be awarded. The following information is required to register in CCR: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. Once a business has been registered in CCR, it can then register in ORCA, https://orca.bpn.gov/. ORCA registration or the submission of a completed FAR 52.212-3 is also required if submitting a response to this notice. Interested firms are encouraged to submit their capabilities/qualification data in addition to five (5) sample batteries that meet the following requirements: 50mAh power density, 4.2V max / 1.8V min operating voltage, low internal impedance, solid state, surface mount ready, meets industry standards for soldering reflow chamber, size no larger than.375" w x.375" l x.05" thick, operating temperature range -30 C to +70 C, QFN package, low ESR, inductively chargeable, 10 year shelf life, eco friendly (no toxic material); No LATER THAN July 24, 2012. Additionally, the submission of sample batteries will be accepted by mail. Samples may be sent to the following address: US Army - Picatinny Arsenal RDAR-MEM-G, Bldg. 64, ATTN: Matthew Hall, Picatinny Arsenal, NJ 07806-5000. This notice does not constitute a formal Request for Proposal (RFP), nor is the government obligated to issue an RFP. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice, with a period of performance of five (5) years.
