- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to Viasys Neurocare, PO Box 44994, Madison, WI 53744 for the acquisition of one (1) Viking EDX Desktop Base System. The NINDS has a requirement for procuring a Viking EDX Desktop Base System for conducting EMG evaluations and recording of electrical activity in the NINDS EMG Section laboratory. This laboratory also has a requirement to transfer past file data records from their current machine that performs this work, the Viking 4 EMG, which is an older make of the same model and has become outdated due to technological advances. Because of these requirements, the NINDS EMG Section laboratory requests an EMG machine that will fully replace the capabilities of the current Viking 4 EMG machine and safely and accurately capture past data and reports previously generated by the Viking 4. The Viking EDX Desktop Base System includes EDX Base Unit, Viking Control Panel, Viking Master Software, Producer, Report, Network Software, Microsoft Office Software, 2 channel electrical stimulator, ComfortProbe Plus Electrical Stimulator with large angled and touchproof probe heads and probe holder, Amp Holder with Arm and Post, Needle Holder, Basic NCS Starter Kit and Concentric Needle Sample Kit, Desktop computer, Car, Monitor Arm, and Isobox. System purchase also includes installation, operator manual, and one year parts and labor warranty. Viasys Neurocare, a subsidiary of CareFusion Solutions, Inc. and legally operates as Carefusion 209, Inc. is the only known source that can provide this agency requirement. CareFusion Solutions, Inc. is the only known manufacturer and wholesaler of the Viking EDX Desktop Base System. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
