Description
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), 4310 Boothby Hill Road, Bay 2, Aberdeen Proving Ground, MD 21005 anticipates awarding up to two (2), firm fixed price (FFP), indefinite-delivery indefinite-quantity (IDIQ) type contract(s) with an ordering period of up to three (3) years under solicitation W91CRB-12-R-0050. The Government is seeking NIJ-STD-0101.06, Level IIIA certified Concealable Body Armor (CBA) vests, which are considered a critical safety item (CSI), that provides protection to defeat multiple ballistic hazards and outperforms the legacy concealable body armor. The CBA system shall consist of a vest carrier and flexible ballistic inserts. The CBA system shall be lightweight, flexible, and provide a comfortable and secure fit preventing the system from shifting and scissoring. Additionally, the CBA shall provide optimum mobility, protection, and suitability of use for a wide variety of operational environments that range from police to stability and support of operations. The outer carrier of CBA shall be designed such that a 6 x 8 inch trauma plate can be inserted into the vest to allow for an NIJ-STD-0115.00, Level 1 protection for edged blades/spikes. The minimum quantity that the Government will order is anticipated to be 26 end item CBAs for ballistic and stab First Article Testing. The Government anticipates the maximum quantity to be up to 142,857 CBAs. This requirement will be procured using Commercial Procedures at Federal Acquisition Regulations (FAR) Part 12 and is being set-aside 100% for small businesses under North American Industry Classification System (NAICS) code 315999. All responsible sources may submit a proposal which shall be considered by the agency. Solicitation W91CRB-12-R-0050 will be provided in an electronic format, free of charge on or about 20 July 2012. The media through which the Government chooses to issue this solicitation will be the internet only on the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi). Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award of a Federal contract.
