Past Performance Form - 2 pages Pricing Schedule - 3 pages Contract Clauses and Solicitation Provisions - 45 pages Statement of Work - 9 pages SF-1447 - 3 pages The Small Business Administration (SBA) intends to issue a Request for Proposals (RFP) to solicit offers from entities which currently perform work that is considered to be Regional Innovation Cluster (RIC or "cluster") work. Seven awards are contemplated. This RFP is partially set-aside for small business. Of those 7 contemplated awards, 3 are set-aside for small businesses whose proposals are technically acceptable. The NAICS code for this work is 541690, Other Scientific and Technical Consulting Services, which has a $14 Million size standard. Cluster work involves public-private partnerships that align federal resources. Cluster work includes partnerships with and between business and industry groups, academic institutions, economic development organizations, entrepreneurial education programs, and training initiatives. Cluster work assists businesses in matching innovative technology to the nation's supply chain. Cluster work creates and enhances the ability of a region or cluster to create sustainable job growth, compete on a national and global scale, and attract business investments. Cluster work may include providing (1) business training, (2) counseling, (3) mentoring, (4) commercialization and technology transfer services, and (5) other services that support the growth and development of small businesses. Cluster services may include (1) business training, (2) business counseling and consulting, (3) mentoring, (4) technology transfer counseling and consulting, (5) commercialization of existing research and development (R&D), along with counseling and consulting, (6) engagement with the Department of Defense, Department of Energy or other Federal agencies' Small Business Innovative Research & Development Programs, (7) export readiness counseling and consulting, (8) support for underserved communities, and (9) other services relevant to small businesses. SBA intends to make multiple firm-fixed price contract awards, each with a one-year base term and four additional option years. Annual proposal costs shall not exceed $385,000.00. Offerors will propose a firm-fixed price proposal for a base year and four option years. The offered price shall include a fixed fee for Offeror's profit, general and administrative expenses, and all indirect costs. Offeror shall identify this fixed fee as part of its total firm-fixed price. This fixed fee shall not exceed the permitted and audited fee if the Offeror is audited by the U. S. Department of Health and Human Services or similar auditing institution. SBA will select offerors in communities across the country whose proposals meet its specified criteria. Offerors will be asked to demonstrate that they have partnerships, technical capacity, and local assets to support their existing RIC/cluster work, as well as experience fostering small business development and growth opportunities. SBA will evaluate offers based on a number of criteria, including the impact the services will have on the region's economic growth, creation of sustainable jobs, and the opportunities the RIC will provide for small businesses. SBA intends to post the RFP on or about July 5, 2012. Offerors must have a DUNS number and be registered for NAICS code 541690, Other Scientific and Technical Consulting Services. SOLICTATION NOTICE The Small Business Administration (SBA) has a need for work that is considered to be Regional Innovation Cluster (RIC or "cluster") work. Multiple awards are contemplated and this solicitation is partially set-aside for small business. This notice amends the presolicitation notice and is a solicitation for proposals. The NAICS code for this work is 541690, Other Scientific and Technical Consulting Services, which has a $14 Million size standard. Seven awards are contemplated. Attached to this notice are the following documents: (1) Standard Form 1447, consisting of 3 pages; (2) Performance-Based Statement of Work (SOW), consisting of 9 pages; (3) Clauses and Provisions, consisting of 45 pages; (4) Pricing Schedule, consisting of 3 pages; and (5) Past Performance Information (form), consisting of 2 pages. Questions shall be sent by email to Cheryl.Flanagan@sba.gov no later than 5 p.m., Mountain Time, July 16, 2012. Answers will be in writing and posted to this website as an amendment to this notice. The SBA intends to award one contract with firm-fixed, fully loaded rates, and a not-to-exceed price for one base year and four option years. Offers must be received in writing and in accordance with instructions in the solicitation provisions (attached) no later than 5 p.m., Mountain Time, August 6, 2012.
