Description
ASHLAND ROAD RECONSTRUCTION The Ashland Resource Area of the Bureau of Land Management has a requirement for work consisting of furnishing material, labor, and equipment to convert existing crowned and insloped road sections to outsloped sections with armored drainage structures. Specific work items include the following: 1.Blading 10.26 miles road surface. 2.Grading 10.26 miles road surface. 3.Removing existing ditch lines. 4.Excavating and removing 21 existing culverts. 5.Installing 95 armored water dips. 6.Compacting sub-grade. 7.Hauling, placing, and compacting rock surfacing on 7.15 miles of road. Work under this contract is located in Jackson County, Oregon, in the Ashland Resource Area of the Medford District, Bureau of Land Management (BLM).. The NAICS Code for this type of work is 237310, Highway, Street, and Bridge Construction. The small business size standard is $33.5 Million. The Product Service Code for this requirement is Y1LB - Construction of highways, roads, streets, bridges, and railways. The magnitude of construction cost is between $250,000 to $500,000. The estimated start work date is August 6, 2012 and the performance period is 60 calendar days from the notice to proceed. The solicitation will result in the award of one (1) Firm Fixed-Price Construction Contract. Award shall be made utilizing the Best Value Continuum Tradeoff process prescribed by Federal Acquisition Regulation (FAR) Part 15.101-1 where non-price/cost evaluation factors, when combined, are significantly more important than price: Non price evaluation factors include Past Performance, Technical Approach. This project requires 100% payment bond or payment protection and 100% performance bond, as described in 52.228-15. This solicitation will be posted electronically at www.FedConnect.net. THIS SOLICITATION, L12PS00836, WILL BE ISSUED BY July 19, 2012 as a TOTAL SMALL BUSINESS SET ASIDE. All responsible sources may submit an offer which will be considered.
