- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Thermo Fisher Scientific, 1400 Northpoint Parkway, Suite 50, West Palm Beach, Florida 33407-1976 to procure the following: 1. Easy -nLC II Liquid Chromatograph, Item Number: 10, Material Number: Lc110, Quantity: One (1) Each. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Medical Genetics Branch (MGB) seeks to identify and understand inherited disorders of metabolism and of human development. MGB investigators focus on human genetics, vertebrate embryology, inborn errors of metabolism, and neurogenetic disorders. Projects performed at the biochemical, molecular, and cell biological levels involve the direct study of human subjects as well as the development and use of experimental model systems, such as zebrafish and mouse. The Proxeon Easy Nano-LC instrument is a high performance liquid chromatography (HPLC) system that will be coupled on-line to our existing ThermoElectron LTQ Mass Spectrometer to separate and analyze peptides for proteomics experiments. This HPLC instrument is critical for to keep the mass spectrometry facility running properly. The laboratory performs extensive proteomics and cell biology experiments with various members of the lab. A reliable, efficient instrument is needed to ensure that samples get processed in a timely fashion and collaborators have access to high quality data. It is critical that this instrument is acquired, due to the current Dionex HPLC being used in the Mass Spectrometry facility is not functioning properly, service has been poor for the past several years, and the replacement parts have been discontinued and unavailable since March 2012. The proposed Proxeon Easy Nano-LC instrument is from ThermoElectron, which is the same vendor as the mass spectrometer instrument we are using. The purchase of the Proxeon will enable NHGRI to continue smoothly with research due to the compatibility of existing Thermo Electron system and the new acquired Proxeon. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-58 (May 18, 2012). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, July 9, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
