Description
This Pre-solicitation Notice seek a Total Small Business (SB) Firm for a Firm-Fixed Price, Construction Project to acquire labor, permits (from US Army Corps of Engineers (ACOE); Division of Water Pollution Control of the Illinois Environmental Protection Agency (IEPA); the Office of Water Resources of the Illinois Department of Natural Resources (IDNR) and with other state and federal agencies providing comments as appropriate), transportation, on-site supervision, on-site safety, materials and equipment to perform all operations in connection with the removal of all sediment from the entire length of the raw water intake line and the three (3) North, South and center crow-feet intake lines and cleaning zebra mussels and algae growth from the three intake crib structures. Work also includes conducting a survey of the existing 36 inch diameter cast iron diaphragm valve, adjacent intake pipe and associated fittings in the raw water intake well. From the survey, the contractor shall provide a detailed report with two alternatives: The first alternative shall be to repair the existing valve, removing the existing hydraulic actuator and installing a new electric motor actuator. The second alternative shall be to replace the current valve with a new 36 inch diameter resilient wedge gate valve, connections, hardware and electric motor actuator. To verify the water intake line and crib structures are adequately cleaned, the Contractor shall conduct a 100% visual inspection and digital video recording of the 8,481 foot intake pipe and the three intake crib structures. The 100% visual inspection shall be performed once the entire cleaning project is complete. The visual inspection and digital video recording CANNOT be done in stages as the cleaning of one portion of the intake line is completed. Work shall be performed at the Water Treatment Plant (Building 12), Great Lakes, Illinois, along with the water intake line, and at the intake crib structure in Lake Michigan. COORDINATION WITH THE CUSTOMER IS CRITICAL TO THE SUCCESS OF THIS PROJECT. THIS IS NOT A SOLICITATION BUT A SYNOPSIS NOTIFICATION. NAICS CODE IS 238990. THE SOLICITATION WILL BE POSTED ON, OR AROUND JULY 19th, 2012. SERVICE CONTRACT ACT WAGE RATES WILL APPLY. All work for this project must be completed, and invoices paid, no later than September 28th, 2013 “ which includes any awarded options. This completion time includes lead time for materials. The financial magnitude of this project is between $1,000,000 and $2,000,000 which includes any awarded options. THIS PROJECT IS BEING SET ASIDE AS A 100% TOTAL SMALL BUSINESS SET ASIDE. ALL OTHER OFFERS WILL BE REJECTED.
