Gull Lake Dr. NW Brainerd, MN. 56401-9051 218-829-3334 DESCRIPTION/SPECS/PERFORMANCE WORK STATEMENT FOR THE GULL LAKE BEACH RENOVATION GULL LAKE RECREATION AREA 1. GENERAL. 1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor, transportation, and performing all work as required by the contract, in strict accordance with the specifications and in accordance with all Federal, State and local regulations and policies. All work materials and services not expressly called for in the specifications or shown on the drawings but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor with no increase in price to the Government. 1.2. Payment. Payment will be made upon completion and acceptance of all contract work. 1.3. Description and Location. Gull Lake Recreation Area is a Corps of Engineers managed recreation area that includes heavily utilized facilities including a dam, campground, boat ramp, picnic areas, a beach, playgrounds, etc. It is located on Gull Lake in Cass County approximately ten miles northwest of Brainerd, MN. 1.4. Contract Period. All contract work must be completed by 31 July 2012. 1.5. Safety. All work shall be performed in accordance with all state, federal and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1. Prior to the start of work, the Government will conduct a pre-construction meeting. 2 SPECIFICATIONS 2.1. Description : The contractor shall remove the section of beach wall indicated on the drawings. The wall is constructed of railroad style timbers and is approximately 150 feet in length. All material (to include original retaining wall components and excavation material) shall be disposed of in accordance with all Federal, State and local laws and ordinances. The contractor shall construct a wall that delineates the grass from the beach area. It will vary in height from approximately 8 inches to two and a half feet in height matching the slope of the landscape. The wall shall be constructed of Buff colored Interlock Stackstone type landscape block or equivalent (see below), and will be approximately 150 ft in length with stone steps including a metal handrail formed in the center. The wall will be capped with capping block. The wall will be constructed approximately 10 feet (+/- 1 foot) inland from the existing wall as measured from the beach side, in order to create more beach area. The block shall be installed so that the inside edge of the top block is flush with the upward slope. Installation of the wall will follow the manufacturer's recommendations. Type and color of block must be included in the contractors offer. The existing accessible path will remain in place and will need to be properly protected during construction. Extreme care will need to be used as to not negatively impact the current trees that are located adjacent to the site. See attached drawing for project plans. Beach sand shall be placed from the wall to the existing shoreline to a thickness of 18 inches at the wall and shall not exceed 12 to 1 slope, with a minimum sand depth of 12 inches. The finished surface shall be smooth with no abrupt changes in elevation. Beach sand shall be composed of washed sand (free of all organic matter) that meets the gradation requirements listed below. The Contractor shall submit to the COR a table or a plot of the beach sand gradation signed by a representative of the supplier verifying that requirements of the scope of work have been met. Base block shall be designed to interlock with the blocks above and below it. Capping block shall have a height of no less than 3". Block shall be Buff or Tan in color. After the beach sand has been placed, the Contractor shall restore areas of the site damaged by work under this contract. Possible restoration work includes but is not limited to placement of topsoil and grass seed in lawn areas, placement of additional beach sand, and repair of any damaged pavement. Work shall not be considered complete until the COR has inspected the site and accepted the site restoration.
