- This is a pre-solicitation, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with PerkinElmer Health Sciences Inc 710 Bridgeport Avenue Shelton, CT 06484-4794. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland. The Psychobiology Section of the Molecular Targets and Medications Discovery Branch is replacing the Liquid Scintillation Counter (LSC) which is required for processing over 350 radioactive samples per day. The results of these analyses provide needed data to researchers at NIDA/NIH studying the pharmacological effects of addictive drugs and novel medications in development. The LSC is also used daily to monitor the lab area for potential contamination and provide useful information in regard to disposal of radioactive material. To maintain efficiency, avoid training costs, and assure continuation of optimal results purchasing replacement equipment similar to the present obsolete model is required. The Tri-Carb 2910 TR has the sample capacity, analysis efficiency and data software packages necessary for the required workload. The Psychobiology Section in the Molecular Targets and Medications Discovery Branch uses radioactivity daily in the understanding and experimentation of novel medications. It is imperative that we purchase a high-quality, efficient and dependable LSC to detect amounts of radioactivity in our samples and obtain useful research and safety data. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
